Plans, develops and implements comprehensive environmental training and outreach programs for city departments and the community; develops materials, presentations, workshops, and all programs associated with the initiative.


Job Description


Overview

The Environmental Coordinator II may serve as a subject matter expert on environmental regulation and compliance, environmental due diligence, environmental sustainability, and environmental outreach. Plans, develops, and implements strong environmental training and outreach programs for City departments, community, businesses, and management. Leads outreach event coordination and communication, coordinates with internal departments and external entities to provide information about city's resources, and interacts with a variety of professionals to explain environmental issues.

Essential Functions

1 Reviews Phase I and Phase II environmental site assessments, screenings, and risk assessments.

2 Develops, creates, coordinates, and promotes various outreach programs to teach and educate the public and community on stormwater, conservation initiatives, waste management, sustainability, and air pollution programs; provides lead level competency in program development and effective presentation facilitation.

3 Schedules, promotes, and presents outreach programs on and off site for various age groups, businesses, and citizens within the community; instructs, educates, and facilitates programs on lessening human impact on environment; communicates City programs and partners with the community to create collaboration and focus.

4 Monitors, coordinates, and facilitates the creation and disbursement of informational materials promoting the City's Environmental initiatives; coordinates volunteers for outreach work opportunities.

5 Oversees and leads website and social media content development for the benefit of environmental programs and communications; administers and monitors creation and disbursement of meeting notices, advertisement requests, mailings, and other communications.

6 Assesses, develops, and implements citywide environmental training initiatives and tracks and analyzes the results of these trainings; attends and conducts scheduled community events, workshops, seminars, and career days.

7 Identifies, determines, and addresses needed areas of change and makes recommendations to improve operations; monitors program success through post-presentation written and telephone evaluations; analyzes operations to identify the need for changes and updates.

8 Provides project management and event planning.

9 Performs any and all other work as needed or assigned.


Knowledge and Skills

1 Knowledge of Stormwater, Zero waste, Environmental Due Diligence, Sustainability Conservation Concepts, and Environmental Management Systems.

2 Knowledge of Federal and State rules, regulations, and standards.

3 Knowledge of public outreach, coordination, and interaction.

4 Knowledge of project management, permitting specifications, and project schedules.

5 Ability to manages projects, volunteers, citizen education, and schedules.

6 Ability to interact with TCEQ, City executives, consultants, and contractors.

7 Ability to develop, evaluate, and coordinate strong website and social media presence.

8 Ability to train, educate, and communicate with citizens and the public; ability to provide training for lower level staff.

9 Ability to give advice and provide guidance on environmental management standards for various industries.

10 Communicating effectively both verbally and in writing.

11 Establishing and maintaining effective working relationships.


Minimum Qualifications:


EDUCATION:

  • Bachelor's degree in an architectural, engineering, environmental or natural science field.

EXPERIENCE:

  • Two (2) years of experience in two (2) or more of the following environmental areas:
  • ISO 14001 programs
  • Compliance monitoring, inspection, auditing (water/air quality/climate)
  • Investigation, remediation, mitigation (water/soil/air/climate)
  • Water quality (drinking/source) sampling and field analysis
  • Hazardous/non-hazardous waste management
  • Emission inventory development and reporting
  • Compliance program development
  • Sustainability program monitoring, development, planning or implementation
  • Pollution prevention programs
  • Modeling and/or development of policies/procedures
  • Geo-spatial information system (GIS) data analyses
  • Coordination with state and federal agencies
  • Permit preparation and/or report writing
  • Training program planning/implementation
  • Public presentations and/or coordinating special events involving public participation

EQUIVALENCIES:

  • High school diploma or GED plus six (6) years of experience in two (2) or more of the stated areas will qualify.
  • Associate degree in a specified field plus four (4) years of experience in two (2) or more of the stated areas will qualify.
  • Associate degree (or higher) in a non-specified field plus five (5) years of experience in two (2) or more of the stated areas will qualify.
  • Master’s degree (or higher) in a specified field plus one (1) year of experience in two (2) or more of the stated areas will qualify.

LICENSES and CERTIFICATIONS:

  • Valid driver's license with good driving record.
  • For some positions must obtain a forty (40)-hour HAZWOPER certification within probationary period. *


*Hiring department will provide assistance with obtaining license/certificate.



Salary Range



$56,509.18 - $69,437.17



The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
