Duties

  • You will provide legal advice on difficult and extremely complex problems; advise clients on matters, and cases brought by or against the Department of the Navy.
  • You will present and summarize cases; draft and interpret laws and legislation; and evaluate findings and develop strategies and arguments in preparation of matters and cases.
  • You will prepare legal briefs and opinions for matters and cases or negotiate settlements in the appropriate forum.
  • The incumbent will represent and advocate for the Department of the Navy and provide legal advice and counsel, in the form of oral advice and written opinions. Requirements Conditions of Employment

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications This vacancy will be filled at the GS-13 through GS-15 level. A position filled at the GS-13 or GS-14 levels will have promotion potential to the NH-IV (GS-15 equivalent) level within the Acquisition Workplace Personnel Demonstration Project (ACQDEMO) system. To be eligible for selection at the GS-13 level, the applicant must have in excess of two years of relevant legal experience within the environmental law community. To be eligible for selection at the GS-14 level, the applicant must have at least three-and-one-half years of relevant legal experience within the environmental law community. To be eligible for selection at the NH-IV (GS-15 equivalent), the applicant must have at least five-and-one-half years of relevant legal experience within the environmental law community. Knowledge and experience with regulatory agencies, environmental policies, planning in major systems acquisition, and practices of the Department of Defense and Department of the Navy structure and organization, and experience with providing legal advice to the aviation repair or test community with regard to occupational safety and health or environmental law, will be considered a plus. Familiarity with other areas of practice described above will be considered a plus but is not required. The grade level offered will be based upon the successful applicant's qualifications and funding availability. Applicants will be evaluated on: (1) the depth, breadth, and quality of their relevant experience to the position being filled; (2) their ability to work both independently and as part of a team; (3) their ability to work well with clients and colleagues and develop strong attorney-client relations; and (4) their written and oral communication skills. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. To be eligible for selection, an applicant must: (1) Be a U.S. citizen; (2) Have graduated from a law school accredited by the American Bar Association; (3) Be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia; be admitted to practice before a state or federal court and (4) Be eligible to obtain and maintain a Secret security clearance Education The successful applicant must have graduated with a J.D. or LL.M. from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court. Additional information This position will provide the full range of environmental legal services in support of NAVAIR Headquarters, its affiliated acquisition program offices, and the Command's field activities and detachments. Substantive areas of practice include occupational safety and health, environmental compliance, environmental planning, environmental remediation, natural resources conservation, legislative and regulatory development, contract review and drafting, and litigation support. Specifically, the successful candidate will review and respond to questions relating to actions, and proposed actions of the supported Navy command involving the application of the National Environmental Policy Act, the Clean Air Act, Clear Water Act, Safe Drinking Water Act, Resource Conservation and Recovery Act, Comprehensive Environmental Response, Compensation and Liability Act, Toxic Substances Control Act, Endangered Species Act, the National Historic Preservation Act, and other Federal statutes and regulations. In addition to these duties, the applicant may be expected to support other areas of OGC practice to include litigation, procurement, civilian personnel law, fiscal law, standards of conduct/ethics and FOIA/Privacy Act as needed.
