About the Role: As the Grants Budget Manager, you will perform professional duties in the financial administration of one or more federal grants. Under limited supervision of the Finance Director, you will handle budgets, revenue, expenditures, maintenance of federal match/MOE requirements, reconciliations, and reporting. You will also assist in reporting financial information to the State Comptroller General and State Treasurer.

Key Responsibilities

  • Grant Monitoring: Monitor assigned federal grants for expenditures against appropriate grant year and function, ensuring compliance with federal regulations. Manage match and MOE requirements, reconcile grant revenues and expenditures monthly, and monitor open encumbrances to ensure they are closed timely.
  • Financial Reporting: Prepare federal financial reports accurately and on time.
  • Data Management: Maintain grant master data in SCEIS, upload grant budgets, and perform necessary GM budget transfers promptly. Conduct federal cash draws from the federal G5 system and ensure receipts are correctly recorded in SCEIS.
  • State Budget Assistance: Assist in developing and managing the state budget and reporting as directed by the Fiscal Manager.
  • Annual Reporting: Assist in preparing annual reporting packages required by the State Comptroller General and other reports as needed.
  • Audit Support: Support annual audit processes.
  • Additional Duties: Perform other duties as required to support the financial administration of federal grants.

Minimum And Additional Requirements

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking. 4 years of relevant experience may substitute for the required bachelor’s degree.

Knowledge of the principles, practices, theories, and terminology of accounting, budgeting, and financial management; Knowledge of state government fiscal and accounting processes; Knowledge of state and federal regulations and laws applicable to finance and accounting; Ability to interpret and analyze financial data, records, and reports; Ability to establish and maintain effective working relationships with others; Skill in the use of mathematical concepts; Ability to communicate effectively. Knowledge of the SCEIS financial system.
