Description (scope of work)

IBSS is seeking a full-time International Program Analyst to provide logistical support, coordination, and liaison with partner agencies, as well as project management support for policy and procedures.

The National Oceanic and Atmospheric Administration (NOAA) is working with fisheries enforcement partners on a global basis. By assisting nations that export products to the United States to better detect and interdict illegal, unreported, and unregulated (IUU) fish products before they enter global commerce, Office of Law Enforcement (OLE) special agents and enforcement officers involved in providing technical assistance abroad are preventing the product from ever getting to a U.S. border in the first place.

  • Must be fluent in Spanish

Key Responsibilities:

  • Provide logistical support, coordination, and liaison with partner agencies for conducting international technical assistance and fisheries enforcement capacity building activities in international venues as well as domestic venues for NOAA hosted events.
  • Coordinate with NOAA and OLE staff on projects related to technical assistance and law enforcement capacity building to combat illegal, unreported, and unregulated (IUU) fishing and the trade in IUU fish products or other marine products. Develop needs assessments to identify gaps in monitoring, control and surveillance (MCS) capabilities and develop plans to provide technical assistance to fill the identified gaps in MCS.
  • Provide project management support to the OLE International Program including support for policies/procedures for complying with international fisheries obligations, and technical assistance and training related to combating illegal, unreported and unregulated (IUU) fishing.
  • Support the design of activities through which OLE International Program projects are implemented. This includes analyzing activity requirements and providing input on statements of work/activity requirements.
  • Coordinate, track and evaluate effectiveness of OLE technical assistance projects and support international engagement of OLE staff.
  • In coordination with OLE staff engaged in technical assistance and fisheries enforcement capacity building, monitor national OLE efforts in fisheries enforcement technical assistance, create reports and provide routine updates on technical assistance projects to OLE leadership.
  • Develop and maintain effective partnerships within NOAA, the interagency arena, international organizations, and others to enhance mission accomplishments of the OLE international program.
  • Provide support to a variety of law enforcement activities and programs through contact with enforcement partners and the public in order to facilitate the overall enforcement mission.
  • Provide assistance with the development of OLE position papers/talking points on fisheries enforcement issues for bilateral and multilateral fisheries meetings.
  • Provide assistance with OLE preparations for Regional Fishery Management Organization (RFMO) meetings including development of RFMO Conservation Measure proposals and/or enforcement related issue papers.
  • Assist with coordination and communications with other NOAA offices, applicable federal and state government and international agencies, and other organizations as needed, in interagency and international meetings and conferences.

Deliverables

Deliverables shall relate to the above tasks and may include, but are not limited to, the following:

  • Weekly activity reports, trip reports and briefings as necessary to keep OLE leadership and other personnel well informed on OLE international program activities.
  • Tracking and evaluation reports of OLE international technical assistance projects to keep OLE leadership and international program staff advised on status of OLE capacity building activities.

Required Skills /Education/ Certifications & Qualifications:

  • Bachelor’s Degree in any field (marine related fields preferred) and two or more years of experience in either law enforcement, analysis, marine fisheries or project management. Non- Disclosure Agreement (NDA) required.
  • IUU - Illegal Unreported Unregulated Fishery experience
  • PSMA - Port State Measures Agreement experience
  • Proficiency in Spanish (written and spoken) required.

Level of Effort

The work is expected to be full time (1,880 hours) for one contractor.

  • Domestic and international travel is authorized, for the purpose of participating in meetings and workshops.

Place of Performance

Remote - the contractor may work from any location within the United States.
