The Los Angeles County Employees Retirement Association (LACERA) administers and manages the more than $75 billion retirement fund for the County of Los Angeles. ABOUT THE POSITION


The current vacancy is in the Investments and Commercial Transactions Section of the Legal Division. This position will be part of a team of attorneys, legal analysts, and secretarial support that provide legal advice and representation on investment issues as well as transactional support to LACERA and its Boards of Retirement and Investments, the Executive Office, the Investment Division, and other divisions as needed in investing the pension plan assets to provide benefits to members and their beneficiaries. Issues will include interpretation of state regulations, AML/KYC rules, the Internal Revenue Code, and other tax rules, registration requirements with regulatory agencies, policies, and procedures that may affect the pension plan and its investments as part of a complex global portfolio.


The position will involve research, analysis, troubleshooting, and responding to internal client requests. It will also involve filling out investment related questionnaires, forms, registrations, maintaining title holding entities in the real estate portfolio, drafting minutes and resolutions, assisting with investment closings, managing tax returns and applying for tax exemptions, submitting country registrations and powers of attorney to custodians, processing invoices and keeping logs and spreadsheets updated.


The Legal Division is comprised of a Chief Counsel, Senior Staff Counsels, Staff Counsels, Legal Analysts, and Legal Secretaries. Legal staff work in one of four sections: Litigation and Employment, Investments and Commercial Transactions, Benefits, and Disability.


SELECTION REQUIREMENTS:


Certificate of completion of a paralegal training program approved by the American Bar Association or accredited by the California Department of Education or by an equivalent accrediting agency from another state or meeting the definition of a Paralegal under California Business and Professions Code Section 6450- and four (4) years' experience in a legal office performing investment paralegal or similar duties in the public or private sector.

Graduation from an accredited law school with one year of experience in a legal office performing investment paralegal or similar duties in the public or private sector.


DESIRABLE QUALIFICATIONS

  • Demonstrated experience analyzing and reviewing documents regarding the purchase and sale of improved real estate.
  • Demonstrated experience with tax issues, including tax returns and exemption forms.
  • Demonstrated experience filling out country registrations and powers of attorney for custodian and sub custodian accounts.
  • Demonstrated experience preparing processing, and filing documents to incorporate or organize entities and keep them in good standing in any state in the U.S.
  • Demonstrated experience drafting corporate minutes, consents, resolutions and maintaining corporate minute books.
  • Demonstrated experience analyzing and reviewing private placement memoranda, partnership agreements, subscription agreements, investor questionnaires, KYC/AML forms, and similar documents for alternative investment transactions.
  • Demonstrated experience preparing or reviewing invoices for legal services.
  • Demonstrated experience utilizing WESTLAW, LEXIS and other on-line research resources.
  • Demonstrated experience using Microsoft Office Suite, including Word, Excel, Teams and SharePoint.
  • Demonstrated experience working with Adobe to format, edit and manipulate pdfs.
  • Demonstrated experience working with matter management software.


EXAMINATION CONTENT: This selection process will consist of:


Part I: A qualifying evaluation of application information and the desirable qualifications.


Only the highest qualified applicants as determined under Part I, will be invited to continue in the selection process under Part II.


Part II: An Appraisal (Oral) Interview weighted 100%.


The appraisal (oral) interview will assess the applicant's knowledge, experience, and general ability to perform the essential functions of the position.


As part of the interview, candidates will be required to complete job related assessments.


Those candidates which are determined eligible for hire under the Los Angeles County's Civil Services Rules may be invited to the selection process which may be comprised of a selection interview to determine the candidate's fit for the position and/or job-related assessments.
