About You And This Role

Dow has an exciting and challenging opportunity available for a Project Director to lead the Power, Utilities & Infrastructure (PUI) project scopes as part of the US Gulf Coast Starboard program.

This project consists of Dow and 3rd Party executed elements and is part of the $2B+ Growth program for Dow's Industrial Solutions business, otherwise known as the Starboard Program.  This is an enabling project which supports the power, utilities, and infrastructure needed to support the new EO and derivative capacities.

In this role, you will have responsibility and accountability for the overall project results and achievement of goals & objectives as they relate to the business opportunity and are achieved in a safe, economical, and timely manner.  Project Management is the key role to lead the cross functional project team through all phases of the project.  Experience in all project phases including Front End Loading, Design, Procurement, Construction, and Start Up is expected.

Interfaces between multiple organizations both internally and externally have to be managed actively.  This specific opportunity includes leadership during all execution phases of the $0.6B+ project scopes ensuring that the defined business / site benefits and objectives are fully realized.  It also includes the project oversight for the Build, Own, Operate (BOO) scope for the 3rd Party installations as integral part of the Starboard program.

Responsibilities

  • Serves as the leader of the project team accountable for project results and for the implementation of and adherence to all relevant work processes.  May serve as a leader for program of projects to meet a business objective.
  • Develops project scope to meet the needs of the business opportunity and ensures stakeholders are aligned upon the scope through functional reviews.  Ensures cost estimate adequately represents project scope and managing spending within the approved budgets and spending plans.
  • Works closely with business leadership to secure funding through the authorization process.
  • Ensures project schedule is based upon sound data and aligned with business objectives.  Monitors progress closely against baseline plans.
  • Ensures EH&S plans are developed and implemented to meet EH&S goals, including construction safety.
  • Ensures plans are in place to allow for smooth transition of the project to Operations and Maintenance.
  • In partnership with the respective Tech Centers Subject Matter Experts (SME), manages and leads the development of the Technology Implementation Plan to define the process technology and the capital and operating cost required to support the business opportunity.  
  • Works with department leaders to secure lead resources and once assigned ensures staffing plans are developed and monitored against plan.
  • Provides effective communication and coordination between the project team and key stakeholders. In doing so provide regular updates on scope, objectives/goals, cost, progress vs. plan and risks.
  • Uses and enforces project change management program including securing Delegation of Authority (DoA) approvals per the process.
  • Fosters a work environment with a high level of integrity and strong safety focus that embraces diversity and inclusion, innovation and sustainability, and continuous improvement and empowerment.
  • Provides leadership and coaching for less experienced project personnel.

Qualifications

  • A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E6 or Canadian Petty Officer 2nd Class or Sergeant ranking.
  • A minimum of 10 years of relevant experience (i.e. manufacturing or engineering, etc.).
  • Prior experience with capital projects from inception to successful start-up.
  • Willing and able to travel to support business and project needs.

  • A minimum requirement for this U.S. based position is the ability to work legally in the United States.  No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.

Preferred Skills

  • A bachelor's degree or higher in engineering.
  • Project Management Certification.
  • Understanding of the Engineering, Procurement and Construction (EPC) process including development, front end loading, procurement, construction, safety, start-up and operations.
  • Experience with Outsourced Projects.
  • Solid interpersonal skills and communication abilities in order to effectively interact with a wide range of roles at varying levels within the company.
  • Strong decision making skills and leadership qualities.
  • Excellent negotiation skills.

Additional Notes

  • The preferred location for this position is the U.S. Gulf Coast. Eventual relocation may be required during the construction and commissioning phase of the project.
  • Domestic relocation assistance is available for this role and may be provided based on eligibility.
