General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field Of Expertise Requirements

The general minimum requirements for working in this field of expertise are:

  • First-level university degree in law, law enforcement, policing or security. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • Work experience in the fields of law enforcement, policing, capacity-building activities, criminology, police reforms or security operations;
  • Profound experience in modern methods and techniques of police work;
  • Experience working with developing or contourites in transition;
  • Communication, interpersonal and analytical skills.

Level Of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

Education

A certified training course in a relevant field is desirable.

Experience

A minimum of six (6) years of relevant, diversified and progressively responsible professional experience is required, including at least three (3) years at the management level relevant to the actual position.

Mission Specific Requirements

Additionally, this particular post has specific requirements:

  • Project management experience, including development, implementation and monitoring, preferably of law enforcement and police project activities;
  • Demonstrated management and supervisory experience;
  • Extensive experience in the areas associated with police system reform;
  • Practical experience in police-related training;
  • Law enforcement development experience within the Commonwealth of Independent States (CIS);
  • Knowledge of regional political developments, legislative and police reform issues in Central Asia;
  • Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions;
  • Strong analytical, organizational, communication and interpersonal skills; ability to compile and analyse relevant information;
  • Professional fluency in English; Professional fluency in Russian is a strong asset;
  • Cultural sensitivity and judgment;
  • Demonstrated ability and willingness to work as a member of a team with people of different cultural and religious backgrounds, different genders, and diverse political views while maintaining impartiality and objectivity;
  • Knowledge of OSCE principles and commitments;
  • Digital literacy, proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint) and the internet. Experience with ERP software is an asset;
  • Previous international work experience, preferably within field operations in the, Commonwealth of Independent States (CIS), especially in the Central Asia region.

Tasks And Responsibilities

Under the overall supervision of the Head of the Politico-Military Department (PMD) and indirect supervision of the Deputy Head of Mission (DHoM), the successful candidate will be tasked with the following duties:

  • Assessing and reporting on policing-related issues, including through the drafting of relevant background reports, food-for-thought papers and input to the Programme Office’s regular reporting;
  • Providing analysis and advice to the Head of PMD on policing-related issues, with a particular emphasis on those related to organized crime, illicit drug trafficking and community policing;
  • Liaising with the Ministry of Interior and its territorial units at the highest level to become familiar with their command, management and administration structures and actively developing with them a good working relationship/environment;
  • Advising the Ministry of Interior on international policing principles/good practices and issues relating to methodological and structural police reform, democratic policing and policing in a post-conflict environment, all with the aim of furthering police reform and community policing;
  • Defining the strategy and necessary resources for the Police Projects Implementation Unit of the PMD through the Programme Budgeting process;
  • Managing and leading the day-to-day operation of the Police Projects Implementation Unit, including overseeing and directing the development, co-ordination and implementation of projects;
  • Ensuring the full implementation of the activities of the Police Projects Implementation Unit of the PMD in compliance with the OSCE’s Common Regulatory Management System (CRMS);
  • Ensuring that all projects in the Police Projects Implementation Unit of the PMD are adequately monitored, controlled and reported on;
  • Assisting in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
  • Through the Head of PMD, ensuring close cooperation with the Senior Planning and Co-ordination Officer on all issues relevant to programming, coordination of programming, budgeting, reporting, and compliance with OSCE Rules and Regulations in these fields;
  • Supervising the work of all staff in the Police Projects Implementation Unit of the PMD;
  • Identifying key local and international decision-makers and opinion formers relevant for the fulfilment of the objectives set by activities focused on policing and maintaining regular communication with them;
  • Representing the OSCE and the Programme Office in Bishkek in advocating for the fulfilment of OSCE commitments related to policing practices, behavior and structures to external audiences, including Government officials and civil society representatives;
  • Performing other duties as required.

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located.
