Description Of Job

The Project Manager for the Commissioner exists to provide high-level program, and technical support to the Commissioner and the Chief Strategy Officer (CSO), to ensure that goals and objectives are achieved. This includes planning and organizing various meetings for staff, compiling data, and preparing management reports that assist the Commissioner. The position is responsible for identifying office problems or areas that need strengthening and the development of action plans to correct identified issues. This position addresses customer service issues, technical support, and improving relations with state employees, serving as the first point of contact for employees, citizens, legislators, the Governor's office, federal, state, and county officials, and other stakeholders for the Commissioner. This position supports the Commissioner and Chief Strategy Officer in project and change management coordination and supports the oversight, development, implementation, and coordination of the Commissioners projects, goals, objectives, and activities. This includes planning and organizing various meetings and events for staff and offices, managing Wildly Important Goals (WIGs), compiling data, supporting the hiring, onboarding, and offboarding processes of the Commissioner’s direct reports, and other core support in contracts and administrative forms.

This position works with and manages critical, sensitive, and confidential information. The incumbent is therefore required to protect and secure such information while supporting the Commissioner and CSO. The position has the authority to research, resolve, or assign for resolution any issues or complaints received in the Administration by working with the parties involved.

  • Responsible for special project coordination of key strategic initiative work, monitoring and driving timelines and deliverables for the Commissioner and associated deputies.
  • Responsible for developing and monitoring budget items for the Commissioner.
  • Acts as liaison with other agencies and utilizes information and knowledge to resolve difficult or unusual situations.
  • Manages hiring, onboarding, and offboarding support and management for the Commissioner and CSO.
  • Provides event planning support and fiscal oversight.
  • Acts as a thought partner and consultant for the Commissioner and CSO.

Responsibilities In This Position Include

  • Plan, direct, and coordinate project timelines, schedules, and deliverables for agency-wide initiatives which may include division goals, Governor’s WIGS, and the Administration's projects.
  • Uses measured independent judgment to evaluate project timeliness, provide oversight and solution management about projects; manages and secures resources to correct and resolve to a conclusion, on behalf of the senior executive leadership.
  • Organizing, attending, and participating in stakeholder meetings to successfully plan and execute the objectives of the project.
  • Documenting and following up on important actions and decisions from meetings;
  • Utilizes discretion and creativity within limits of theory and principles of the project management’s objectives; laws and regulations; and general systems and guidelines to identify problems and suggest possible solutions to any challenges that impede the project’s progress, responsible for project documentation, monitoring, and reporting project spending and status, tracking accomplishments and regularly provides data, information, analysis, and recommendations to the Commissioner regarding the project’s objectives and progress to ensure optimal effectiveness and efficiency in the project’s development and implementation.
  • Regularly updates work plans that track key project deliverables for the Commissioner
  • Writes periodic reports, as required by the Commissioner about the planning and progress of projects;
  • This position may be required to travel and spend a significant amount of time dedicated to stakeholders supporting projects impacting the Commissioner’s vision or objectives when deemed necessary.
  • Collaborate with cross-functional BHA teams to support the coordination of executing change strategies, including stakeholder analysis, communication plans, and resistance plans.
  • Coordinate related tasks for process improvement methodology for all improvement, policy-related, and strategy projects.
  • Plans directs, and coordinates project timelines, schedules, and deliverables for special initiatives assigned by the Commissioner.
  • Manages, prioritizes, recommends, and confirms functions, meetings, and events. Identifies and exercises judgment and skill to resolve any issues, problems, or questions that arise from calendaring.
  • Coordinates/plans meetings, and prepares agendas, briefings, or support materials for meetings, presentations, and engagements for the Commissioner and the Deputy Commissioners.
  • Attends meetings, presentations, and events, takes detailed and comprehensive minutes at meetings, tracks action items, and follows up on action items.
  • Performs other duties as assigned.

A combination of related education and/or relevant experience in an occupation

Substitutions

  • Experience that provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.
  • A master's or doctorate degree from an accredited college or university in a human services field, business or public administration, or a closely related field, may be substituted for the bachelor's degree and one or two years of general experience respectively.

Preferred Qualifications:

  • Skill in evaluating complex information, problem-solving, evaluating fiscal conditions, operations, and oversight; and presenting findings to various audiences, including executive-level leadership
  • Effective written and oral communication skills, especially as it relates to communicating complex financial or policy topics in a clear, concise way
  • Excellent customer service skills
  • Ability to build and maintain effective relationships with internal and external stakeholders
  • Comfortable and the ability to work in a fast-paced, deadline-driven environment.
  • Strong ability to handle high-pressure situations and deadlines, and have strong leadership, organizational, and negotiation skills.

Conditions Of Employment

The successful candidate in this position must be willing and available to submit to the following conditions:

  • This position will have to travel to conduct job duties
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application and provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination will disqualify the applicant from future State employment with CDHS.
