Senior Accountant II

Job Description

ROLE AND RESPONSIBILITIES

This is a professional, exempt accounting position involving the application of accounting/auditing techniques to a variety of fiscal transactions and control systems. Work requires the consistent exercise of independent judgment and discretion. The duties listed are intended only as illustrations of the various types of work that may be performed. The omission of certain specific duties does not exclude them from the position if the wok is similar, related, or a logical assignment to the position. Other related duties may be required or directed by the Chief Financial Officer or Executive Director.

Essential Duties And Responsibilities

Cash & Investment

  • Review cash position weekly to ensure adequate cash flow
  • Prepares monthly bank and investment reconciliations
  • Prepares journal for interest income and related investment balances
  • Research unidentified bank transactions
  • Prepare annual Unclaimed Property to submit to the State of Florida

Supervise Capital Assets & Inventory

  • Provides guidance and works alongside staff to ensure accurate accounting of the District’s capital assets and inventory
  • Enter items in inventory and capital asset systems
  • Review reconciliation of the capital asset and inventory subsidiary system to the financial statements
  • Review physical inventories of the District’s capital assets and inventory compared to that reported on the financial statements. Update GL as necessary.
  • Calculate and report fixed assets depreciation.

Supervise AP/Purchasing

  • Review pre-check register for accuracy and anomalies,
  • Check bank balances
  • Issue checks to Accounting specialist
  • Review and post AP batch register
  • Maintain vendor database, including adding vendors
  • Provides guidance and works with procurement specialist to ensure District policies and procedures regarding procurement are met

Special Project Lead

  • Applies self-initiative and independent judgment in analyzing and evaluating financial and operational information and generates complex reports
  • Prepares various spreadsheets, conducts various financial analyses, and performs various calculations for multiple accounting functions, as assigned

Backup for HR and CFO

  • Cross train with HR and CFO

Qualifications And Education Requirements

  • Possess a Bachelor’s degree from an accredited college or university with major coursework in Accounting, finance or business administration or related field
  • Five (5) years’ experience in professional accounting or auditing work. Experience should be progressive
  • Experience in governmental accounting procedures and financial analysis or professional financial/accounting experience
  • Local government experience or local government audit experience preferred
  • Pre-Employment Screening (i.e., Criminal Background Check, Reference Check etc.)

Preferred Skills

  • Knowledge of GAAP (generally accepted accounting principles), practices and methods of budget analysis and cost control. Knowledge of the principles of organization and administration
  • Knowledge of internal control systems
  • Ability to express ideas and report financial information effectively, orally and/or in writing to staff, governance body, and others as needed
  • Ability to formulate and install standard and special accounting methods, procedures, forms and records
  • Ability to calculate figures and amounts such as interest, proportions, percentages. Ability to apply concepts of basic financial and accounting calculations to fund accounting.
  • Knowledge of computer-based accounting systems
  • Considerable computer knowledge with EXCEL, Word, OUTLOOK, document management system(Taylor), payroll software

WORK ENVIRONMENT

The employee works in an office setting at times, which may include long hours sitting in one place, utilizing a computer screen. However, the employee is also required to inspect job sites under various weather conditions, near machinery, or in high precarious places. The employee will likely be exposed to hot/wet/humid/cold conditions. The employee will occasionally be exposed to fumes, airborne particles, chemicals, vibration and other potential hazards associated with the maintenance and/or construction of roads and drainage works and other types of construction. The noise level in the work environment is normally quiet, but can be moderately high under certain circumstances.

Physical Requirements

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed in an office setting at times and requires the employee to inspect job sites and attend out-of-office meetings. Hand-to-eye coordination is necessary to operate various office equipment and motor vehicles. This job requires long periods sitting at a computer workstation and utilizing the telephone and computer. This person must be able to manipulate a keyboard and utilize a hand-held device to communicate with field employees. Ability to walk, stand, and work on unstable soil, and to walk extended distances. While performing the duties of this job, the employee may be required to engage in the following activities: lifting under 50 pounds, sitting, standing, walking, climbing, crouching, crawling, stooping, kneeling or balancing; reaching with arms; using hands and fingers to handle, feel, or operate objects, tools or controls; talking, and hearing. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust one’s focus.
