The Senior Director of Clinical Informatics will oversee clinical operations systems, and management of electronic health records (EHRs), including city, state, and federal clinical applications. Designs and implements the organization's clinical informatics systems and data to improve patient care and operational results. In addition, this role oversees the integration of data science/engineering and supports interoperability of systems. This role is essential in ensuring that clinical information systems support the organization’s mission of providing high-quality patient care. The Senior Director will lead a team of Clinical Informatics Technology (CIT) professionals, manage relationships with E.H.R. and other clinical applications vendors, and collaborate with JB departments to support the organization’s strategic goals and objectives.

The Senior Director of Clinical Informatics will oversee clinical operations systems, and management of electronic health records (EHRs), including city, state, and federal clinical applications. Designs and implements the organization's clinical informatics systems and data to improve patient care and operational results. In addition, this role oversees the integration of data science/engineering and supports interoperability of systems. This role is essential in ensuring that clinical information systems support the organization’s mission of providing high-quality patient care. The Senior Director will lead a team of Clinical Informatics Technology (CIT) professionals, manage relationships with E.H.R. and other clinical applications vendors, and collaborate with JB departments to support the organization’s strategic goals and objectives.
Some responsibilities include but not limited to:
Clinical Operations:
- Oversee the development, implementation, and optimization of clinical information systems.
- Ensures that clinical operations are effectively supported by IT systems to enhance patient care and clinical workflows.
- Collaborate with clinical leadership, programs, and finance divisions to identify and address operational needs and improvements to the E.H.R. and workflows.
- Collect, understand, and prioritize organizational requests, and serve as a strong advocate for stakeholder needs.
- Anticipate and recognize when technology changes have a high impact on the organization and assist with change management to maximize benefits, minimize operational disruption, and maintain stakeholder confidence and goodwill.
- Manage the implementation, maintenance, and optimization of EHR systems.
- Oversee the EHR support team to ensure timely and effective resolution of user issues.
- Develop and implement best practices for EHR use and support to enhance clinical efficiency and patient care.
- Perform advanced consultation on process and system design to support clinical informatics and optimization of E.H.R.
- Conduct data-driven analysis of both internal and external technology and clinical landscape to deliver strategically aligned technology solutions across customer segments and the broader enterprise.
- Oversee the integration and management of state-specific health information systems and regulatory compliance.
- Ensure that state systems are aligned with organizational processes and support clinical operations effectively.
- Collaborate with state agencies and other stakeholders to ensure compliance and optimal use of state systems.
- Implement and manage data governance frameworks to ensure data integrity, security, and accessibility.
- Oversee the development and implementation of data science and data engineering projects to enhance clinical operations.
- Building data pipelines to support agency analytics functions to drive decision-making.
- Support strategic initiatives within the clinical domain by utilizing digital technologies that accelerate care delivery.
- Establish and maintain relationships with IT vendors and service providers.
- Negotiate contracts ensuring favorable terms and conditions.
- Monitor vendor performance to ensure compliance with contractual obligations and service level agreements (SLAs).
- Evaluate and select new vendors as needed, ensuring alignment with organizational needs and strategic goals.
- Led clinical informatics projects from conception through to completion, ensuring timely delivery and within budget.
- Provide project management support to IT projects, ensuring alignment with the organization’s strategic goals.
- Identify emerging technology trends and assess their potential impact on the organization.
- Conduct data-driven analysis of both internal and external technology and clinical landscape to deliver strategically aligned technology solutions across customer segments and the broader enterprise.
- Assist in the preparation and management of the clinical informatics budget.
- Optimize the allocation of resources to ensure the successful execution of projects and operations.
- Negotiate and manage contracts with IT vendors and service providers.
- Collaborate with other departments to understand their IT needs and ensure the delivery of effective clinical IT solutions.
- Communicate IT strategies, plans, and progress to senior management and other stakeholders.
- Build and maintain strong relationships with internal and external stakeholders.
- Identify and manage IT-related risks, ensuring the implementation of appropriate mitigation strategies.
- Ensure compliance with relevant laws, regulations, and industry standards.
- Ensure vendors adhere to organizational processes and procurement guidelines.
- Manage and mentor a team of Clinical Informatics Technology (CIT) professionals, fostering a collaborative and high-performance culture.
- Manage the activity of direct reports and ensure resources and assignments are consistent with institutional objectives and financial plans.
- Conduct performance evaluations and provide constructive feedback to team members.
- Identify skill gaps and develop training programs to enhance the capabilities of the team.
- Build and promote a culture of collaboration and a positive work environment, both within the Clinical Informatics Technology (CIT) division and on cross-collaborative teams.
- Serve as support and backup coverage of manager and peers in relevant Informatics activities at JB as assigned.

- Minimum of 8 years of experience in clinical informatics or IT management with at least 3 years in a leadership role.
- Proven experience in managing clinical operations, EHR systems, and state health information systems.
- Experience in data analytics, data science, and data engineering within a clinical setting.
- Proven experience in strategic planning, project management, and operational management.
- Experience in managing large-scale IT projects and leading cross-functional teams.
- Experience and knowledge of programming languages such as Java, C, Python, and SQL.
- Knowledge of Database design, including data structuring, modeling, and development of database management systems.
