Description of Position: To serve as a global integration team leader, senior strategic planner, and joint planning subject matter expert tasked with integrating the Joint Planning Process (JPP) into adaptively planned products (e.g. deliberate plans; campaign plans) developed at U.S. Space Command (USSPACECOM).


Position Duties/Responsibilities:

  • Frame complex national security problems by leading analytical research studies to discern the myriad of strategic guidance documents (e.g., statutes, treaties, national strategies, Joint Strategic Campaign Plan [JSCP], Standing Rules of Engagement, etc.) applicable to planning at the CCMD strategic level.
  • Develop globally integrated warfighting options by understanding and implementing the adaptive planning and execution (APEX) processes for joint and combined military planning to produce cooperation, competition, and warfighting options to the CCDR.
  • Develop globally integrated CCMD deliberate planes by synthesizing the results of the problem & solution framing into CCMD plans that cross the Cooperation & Competition, Crisis, and Armed Conflict spectrum.
  • Performs duties as a senior planner and matrix team leader.


Key Skills & Abilities:

  • Advanced knowledge of and ability to adapt the Joint Planning Process (JPP) in the development of campaign and deliberate plans; knowledge of joint doctrine and DoD policies regarding the development, maintenance, and transition of CCMD plans to orders.
  • Ability to apply quantitative & qualitative techniques to develop, adapt, and apply systems models to frame problems and articulate multiple valid solutions to senior leadership.
  • Advanced knowledge of joint military theory and practice for implementation and execution of war plans, to include: In depth knowledge of the Adaptive Planning & Execution (APEX) policies and procedures, the Joint Strategic Planning System (JSPS), and the Joint Staff and departmental structures and relationships with CCMDs.
  • Ability to organize and lead study teams tasked to co-create new ideas, projects, and methodologies in context of strategic guidance and the operational environment.
  • Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
  • Ability to lead planning projects (analytical and synthesis) within established financial and/or time constraints. As required design, build, program, and use models and simulation techniques to facilitate findings


Qualification Requirements:


  • In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration nd Program series 0301.


  • SPECIALIZED EXPERIENCE: must have at least one (1) year of specialized experience at the next lower grade, pay band or equivalent in other pay systems. Examples of specialized experience includes expert analytical ability, judgment, discretion, and knowledge of strategic joint planning principles, concepts, and policies; expert knowledge of, and skill in applying the Joint Design Methodology: developing a common Understanding of Strategic Guidance pertinent to CCMD-level deliberate & campaign planning; developing a common Understanding of the Operational Environment; contrasting the current state with the desired state while identifying and articulating relevant obstacles in order to frame the problem; and framing potential solutions (i.e., the Operational Approach) that articulate how the CCMD can overcome identified obstacles in achieving the desired state; expert knowledge of, and skill in implementing mission analysis activities in producing integrated elements of operational design tailored to the planning problem. Ability to organize and lead analytical study teams and promote organizational understanding with leadership and counterparts in other directorates and outside organizations; and expert knowledge of analytical and evaluative methods for determining the effectiveness of various courses of action pertaining to deliberate plans.
  • Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology and political climate


Conditions of Employment:

  • Must be a U.S. Citizen
  • Position requires a Top Secret/SCI security clearance
  • Position requires a drug testing
  • May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime
  • Work will occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft
