Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Pacific Outer Continental Shelf (OCS) Region, Field Operations, Permitting Section in Camarillo, CA.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  • Serves as technical expert for the development of Regional and National programs and policies for implementing the regulations used to regulate the oil and gas industry.
  • Coordinates National Environmental Policy Act (NEPA) compliance and decision-making for the permitting program.
  • Conducts Annual Performance Review (APR) meetings and Operations Review meetings with operator companies on the OCS.
  • Manages a staff of employees ranging in grade from the GS-8 through GS-13 and performs the full range of supervisory duties and ensures equal opportunity for the Section's employees in the selection of employees for training, promotions, awards and recognition, and other career development opportunities.
  • Serves in a leadership role at the regional or national level as a team lead or management sponsor of various teams focused on the improvement of bureau activities, protocols, rules and regulations, and internal policies.
  • Knowledge and understanding of the various requirements of all applicable laws, rules, and regulations, lease terms and special stipulations, internal and external policies and guidelines.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information

GS-14: ($142,094 - $184,725)per annum.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

  • Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
  • Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • OR-
  • Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure
  • Written Test
  • Specified academic courses
  • Related curriculum

  • Specialized Experience

Skills

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

  • Applying advanced knowledge of petroleum engineering concepts, principles, and practices applicable to the full range of duties concerned with approval of drilling, production, completion, workover, and well abandonment operations.
  • Analyzing and interpreting policies and programs that affect the promotion and enforcement of safety in offshore energy operations; AND
  • Applying environmental laws and regulations needed for the development of new methods, approaches, and/or procedures and issues needed to carry out compliance reviews, enforcement and approval of permit applications.
