POSITION SUMMARY

Under the direction of the Place-Based Family Resource Center Program Manager, will follow established procedures; will manage and coordinate, plan, organize, monitor, and provide leadership in the recruitment, selection, training, placement, and supervision of stipend and un-stipend volunteers in the provision of promotion, educational services information, resources, and support to families with children prenatal through age 5 through a range of activities focused on school readiness, health, and early literacy. Performance of typical responsibilities and duties requires the ability to perform the job duties and other job-related matters generally of limited to moderate complexity.

Typical Responsibilities And Duties

  • Develop and maintain meaningful, productive relationships with volunteers, including youth, adults, and older adults.
  • Collaborate with Family Empowerment Specialists and other Educational Services staff to identify and recruit caregivers and other community members to become volunteers.
  • Engage volunteers in relevant and meaningful activities that have been identified by the community and volunteers as meeting a community need.
  • Develop a safe and welcoming environment to continue strengthening the volunteer program.
  • Manage and coordinate a volunteer program of stipend and non-stipend volunteers: recruitment, screening, selection, orientation, training, placement, supervision, mentoring, and recognition; and participate in the development of appropriate volunteer management policies and procedures.
  • Develop and maintain a supportive volunteer environment and strategies with the leadership team, partners, RCS staff, and Place-Based Family Resource Center staff, and empower, motivate, mentor, retain, and recognize volunteers.
  • Support volunteers in becoming leaders beyond RCS. Train, empower, and mentor volunteers to pursue leadership opportunities outside of RCS including at other agencies, CBOs, community organizations, and schools.
  • Organize volunteers to help in hosting several annual events to provide families with supplies that meet basic needs, as well as to create community.
  • Participate and collaborate as an active member of different committees such as the South County Collaborative and the South County Youth Task Force. Through these collaborations, agencies and school districts discuss how to best leverage resources and provide comprehensive services for children and families.
  • Offer and expand community educational opportunities and training for volunteers that focus on topics including leadership, and advocacy.
  • Schedule and meet with Program Manager, Place-Based Family Resource Center staff, FIRST 5, and volunteers regularly to discuss success and challenges.
  • Develop, oversee, and implement effective volunteer recruitment and retention strategies to ensure continuous recruitment and engagement of prospective volunteers that are reflective of the communities served through the Place-Based Family Resource Center and Programs.
  • Develop, oversee, and maintain volunteer database and file management process.
  • Develop, oversee, and maintain a comprehensive volunteer screening and selection process to ensure effective screening, reference checks, fingerprinting, application process, background checks, etc.
  • Develop the Family Engagement Advisory Committee (FEAC). Meet every other month to identify community needs, strengthen community relations, promote respectful and effective partnerships between clients and staff, and provide opportunities for clients to give feedback.
  • Participate and assist Place-Based Family Resource Center staff in the training, supervision, support, and mentoring of volunteers in the implementation of Place-Based Family Resource Center staff services and activities focusing on health, and early literacy, such as, but not limited to:

KNOWLEDGE AND SKILLS:

  • Promote the benefits of volunteerism and volunteer opportunities through the:
  • Outreach, engagement, and education of diverse families and community members coordinate with our system and community partners to bring services to locations where families are in need.
  • leadership training and capacity-building.
  • Collaborating with other organizations, agencies, Community College/Universities and other entities (i.e., faith-based, schools, parent groups);
  • Coordinate with other volunteer programs, as appropriate, to expand and enhance volunteer base and support.
  • Meet regularly with Place-Based Family Resource Center staff and leadership team to identify gaps in services and needs of families; and develop strategies to address identified needs through volunteer placement and support.
  • Adhere to Medi-Cal Administrative Activities (MAA) contract requirements, conducting outreach, completing, and submitting time studies and other required documents.
  • Inform the community partners and the FIRST 5 Commission, through evaluation and data, of the challenges, barriers, and/or other obstacles community members are experiencing in committing to volunteer opportunities.
  • Inform prospective volunteers and the community of the long-term benefits to a child who experiences the following activities and support:
  • Physical well-being and motor development
  • Positive social and emotional development
  • A love of and curiosity for learning
  • Early Literacy and Oral Language Development
  • Cognitive development and general knowledge
  • Promote interagency collaboration and interface amongst community agencies, and leverage programs, services, activities, and resources, particularly on volunteer management and coordination.
  • Works closely with FIRST 5 and Place-Based Family Resource Center staff to develop program evaluation and assessment processes and tools, prepares and analyzes the results of volunteer and parent surveys and participates in other program needs assessment activities, as appropriate.
  • Oversees and supports program staff, volunteers and partners in the implementation and the delivery of all FRC services and activities.
  • Maintain on-going data collection and reporting forms for all volunteer activities, as appropriate.
  • Complete and submit required monthly data collection and report forms monthly to Program Manager during site visits.
  • Coordinate and provide volunteer outreach, engagement and support on weekdays, evenings, and weekends, as appropriate.
  • Volunteer experience, and 2-4 years of experience managing and working with volunteers; including recruitment, screening, selection, and retention.
  • Read, write, speak, and understand the English language, usage, grammar, spelling, vocabulary, and punctuation.
  • Ability to work with diverse workgroups and serve families with diverse economic, social, racial, and cultural backgrounds with the ability to be culturally sensitive and appropriate.
  • Effective communication skills
  • Knowledgeable about local community resources
  • Ability to establish and maintain personal and programmatic boundaries while providing supportive services,
  • Strong interpersonal skills and the ability to relate to individuals who may not share basic commonality, including value systems and behavior norms.

  • Bilingual language capacity in Spanish required.

Education, Training And Experience

  • Bachelor's degree from an accredited educational institution with major course work in child development, health sciences, social services, public administration, psychology, or a related field or equivalent experience
  • Training and competence in Early Care and Education desired
  • Two to four years of job-related experience with demonstrated competence in early childhood, family support, volunteer management, and school readiness programs and services; knowledge of culturally diverse populations and their needs; knowledge of community agencies.

LICENSE(S):

  • Must possess a valid California Driver's license, reliable transportation, and current auto insurance.

PHYSICAL AND MENTAL REQUIREMENTS:

  • Fast paced, diverse and dynamic environment
  • The service is sometimes physical, requiring setting up for events which may require transporting or lifting cumbersome materials, e.g., easels, flip charts, refreshments
  • brochures, chairs, tables, etc.
  • Must be able to report to service site on a regular and reliable basis.
  • Able to deal with stressful situations.
  • Must be able to work a flexible schedule, which include day, evening, weekend, and holiday hours, as appropriate, to coordinate and provide services and activities for families during non-traditional hours.
  • Able to travel between sites and to offsite events throughout the county, as appropriate.

Special Requirements

  • Must be able to meet and receive a criminal records clearance as required by Title XXII licensing regulations.
