Your Role on the Team


Position Summary:

The Vice President, IS Operations partners with the Chief Information Officer/ Senior Vice President in developing strategic, operating, and IS project plans to accomplish UCI Health's mission. The Incumbent establishes and maintains ITS best practices and ITS governance framework. Incumbent is responsible for the IS Program Management Office and IS Business Operations, develops and leads enterprise-wide project management initiatives, change management processes and methodology, creates best practices and policies within IS Operations. Responsible for IS financial operations including budget, contracts and business operations. Has a key responsibility to partner with internal and external stakeholders, developing and overseeing strategic ITS portfolio plans and corresponding frameworks for enterprise ITS resource planning. Works closely with Senior Leadership throughout the health system to ensure that the Medical Center functions in a manner that is financially successful and delivers UCI Health's mission Provides oversight for third party contractors, establishes and effectively manages a portfolio of vendors and ensures contracts are executed in an effective and efficient manner.



Essential Job Functions:

  • Provides leadership and coordinates with cross-functional operational stakeholders to optimize patient throughput, patient experience, labor accountability, performance improvement initiatives as well as additional operational areas. Collaborates with cross-functional teams, including physicians to identify operational needs, reviews strategic and performance improvement initiatives. Establishes effective cross communication with internal and external stakeholders. 20%
  • Oversees the Project Management Office (PMO) and sets the overall strategies and policies for project management. Oversees the effectiveness of IT governance, including project intake, clarity, scope, fit with strategic plans, resource constraints, critical path analysis, and retrospective project reviews for the sake of continuous improvement. Ensures timely project delivery that is routinely on time and on budget. Sets policies and practices on project time accounting by staff, develops reports, and provides periodic reviews for management overall and specific IT resource consumption across the organization. 20%
  • Manages relationships with software vendors and third-party service providers. Evaluates, selects, and manages external vendors and technology partners to support application development and integration efforts. Negotiates contracts, ensures compliance, and drives vendor performance to meet the organization's needs. 20%
  • Identifies, mentors, and grows high potential employees for future leadership roles. Promotes and implements professional development of team members at all levels. Demonstrates behaviors which support excellence in customer service, patient safety, and professionalism. Effectively allocates and evaluates work, staffing levels, and provides leadership and follow through to ensure that services are delivered in a timely, efficient manner. Accepts responsibility for decisions and effective communication. Demonstrates leadership, fostering an environment of collaboration & open communication. 20%
  • Develops and implements strategic plans, objectives, business initiatives, and supporting financial plans and budgets; demonstrates strategic and critical thinking; makes optimal use of resources. Analyzes and trends data to recognize potential problems and recommends strategic and tactical changes to ensure continued success of assigned programs and services. Collaborates with finance and budgeting teams to manage financial resources effectively. 20%

Required Qualifications:

  • Strong planning, financial and analytical skills to provide effective leadership for assigned areas
  • Must possess the skill, knowledge and ability essential to the successful performance of assigned duties
  • Must demonstrate customer service skills appropriate to the job
  • Minimum 5 years’ experience in an executive leadership role (Director or higher) in IS Business operations including enterprise-wide IS financial management
  • Minimum 10 years’ experience of progressive management responsibility
  • Marketing knowledge and skills to successfully promote assigned programs and services
  • Experience in leading a large health system program management office and the application of industry best practice project management and change management principles.
  • Experience in developing requests for proposals in reference to leading-edge IT for healthcare.
  • Excellent written and verbal communication skills in English
  • Excellent negotiation skills and proven ability to influence others internal and external to the organization
  • Evidence of sound critical thinking skills and the ability to think creatively and strategically
  • Demonstrated ability to work across multidisciplinary teams
  • Bachelor’s degree and/or equivalent combination of education and experience
  • Ability to successfully represent the UC Irvine Enterprise to the external community
  • Ability to successfully cross departmental lines of management to organize, guide and direct the development, delivery and marketing of assigned programs and services
  • Ability to maintain a work pace appropriate to the workload
  • Ability to establish and maintain effective working relationships across the Health System
  • Ability to develop and implement programs and improve organizational performance


Preferred Qualifications:

  • MBA or Masters in Healthcare Management or related field
  • Leadership experience in an academic medical center environment
  • Knowledge of University and Medical Center organizations, policies, procedures and forms
  • Experience in Project Management and Lean Six Sigma as improvement tools
  • Certification as a Project Management Professional (PMP)
