NATURE OF WORK: The Wastewater Technician I/II/III/IV is under general supervision and performs a wide variety of semi-skilled and skilled work in the operation, maintenance and repair of the City’swastewater collection system and treatment plant.

Positions in this class are flexibly staffed and are normally filled by advancement from level I or, when filled from the outside, require previous and directly related experience.

Wastewater Technician I: This is the entry-level class in the series and the employee is under immediate supervision; Employees are not required to have directly related work experience but are expected to learn to operate a limited range of heavy motor equipment and perform the full range of skilled and semi-skilled work in the operation, maintenance and repair of the City’s wastewater collection system and treatment plant. Generally, work is observed and reviewed both during performance and upon completion. Instruction or changes in procedures or exceptions to rules are explained in detail as required.

Wastewater Technician II: This is the intermediate-level class in the series and the employee is under general supervision; The employee is responsible for the operation of all heavy motor equipment and performs a range of skilled and semi­skilled work assigned to this class. Employees assigned to this class are expected to work with only general supervision and occasional instruction or assistance.

Wastewater Technician III: This is the journey-level class in the series and the employee is under general supervision. May train and/or provide functional supervision to other technicians. Employees assigned to this class are expected to work with independence and initiative.

Wastewater Technician IV: This is the master-level class in the series and the employee is under general supervision.Employees generally perform more complex and responsible types of functions and may train and/or provide functional supervision to other technicians. Employees assigned to this class are expected to work with considerable independence and initiative.

Wastewater Technician I:

ESSENTIAL DUTIES, KNOWLEDGE, SKILLS, AND ABILITIES

  • Employee possesses the knowledge, skills, and abilities to perform all the essential duties of the job safely and satisfactorily, including, but not limited to municipal governance, teamwork, problem-solving, relationship-building, customer service, detail oriented, technology/equipment proficiency, policy adherence, time management, result-orientation, research and analyzing data, decision-making, self-motivation, stewardship, integrity, and upholding our EDGE core values.
  • Ability to listen to, read, understand, and communicate the English language both orally and in writing so others can understand, such as correspondence, report writing, and emails.
  • To support consistent high-quality service for our community and each other, it is the expectation of all employees to be punctual and have good attendance and to communicate effectively for scheduling conflicts or when taking leave according to city policy.
  • Performs daily rounds and preventative maintenance and repair of the equipment at the treatment plant.
  • Performs repairs and maintenance on pumps, mixers, meters, etc. Monitors and calibrates a variety of instruments, including inflow and discharge meters.
  • Assists with video sewer line inspections for proper flow, restrictions, water and root intrusion, manhole and cover condition, detects needed repairs and leaks, and integrity of overall sewer system.
  • Assists in cleaning sewer line using jet/vacuum unit; jetting lines; removes debris from lines and manholes.
  • Assists in tracking of collection system activities with GIS.
  • Operates all motorized equipment such as pickup trucks, sewer jet/vac unit trucks, CCTV vans, dump trucks, front end loaders, backhoes, tractors, mowers, snowplows, sweepers, and similar equipment.
  • Provides sewer line locations to residents and contractors.
  • Assists in maintaining current as-built drawings of all sewer mains, user taps and manholes of the system.
  • Maintains records of emergency service calls and other services as needed.
  • Implements traffic control plans for projects.
  • Communicates servicing and maintenance needs on motor vehicles and equipment used on work assignments. Maintains collection equipment, garage area, warehouse, and outside storage area.
  • Collects samples of wastewater influent and effluent for testing. Assists in performing laboratory tests required of a class A treatment plant. Assists in preparing reports as required by the governing agencies.
  • Performs ground keeping and facility maintenance work.
  • Serves on-call as required; responds to emergencies, performs after-hours work, and may work a varying schedule/shift.
  • Knowledge of safe and proper work zone set up requirements.
  • Knowledge of traffic laws, ordinances, and rules involved in truck and heavy equipment operations.
  • Knowledge of plumbing.
  • Knowledge of GIS.
  • Knowledge of basic SCADA operations and controls.
  • Ability to read and interpret City Street signs, locator maps, blueprints, and specifications.
  • Ability to safely utilize gas detectors for confined space entry.

Wastewater Technician II:

In addition to previous requirements:

  • Knowledge of the basic procedures for maintenance and minor adjustments or repair of light and heavy equipment.
  • Skill in the proper placement of cones, barricades, and warning devices.
  • Skill in the proper methods of directing traffic flow at job sites.
  • Ability to assist in laboratory testing.

Wastewater Technician III:

In addition to previous requirements:

  • Skill in performing the full range of laboratory testing.

Wastewater Technician IV:

In addition to previous requirements:

  • Ability to train and provide functional supervision as required.

Required:

EDUCATION, EXPERIENCE, AND LICENSURE

Wastewater Technician I:

  • High School diploma or equivalent.
  • One year of general maintenance experience.
  • Experience operating heavy motorized equipment in maintenance and construction.
  • Valid Colorado Driver’s License or ability to obtain within six months of hire.
  • Possession of or the ability to obtain a Colorado Class B CDL Driver’s License within one year of employment.
  • Possession of or actively pursuing a State of Colorado Class D Wastewater Treatment Plant Operator’s License within one year of employment.
  • Equivalent combinations of education and experience may be considered.

Preferred:

  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.
  • College level courses in chemistry, microbiology, mathematics, environmental health, or other related courses.
  • Previous wastewater operations and maintenance experience.

In Addition To Previous Requirements:

  • Two years of wastewater operations and maintenance experience.
  • Two years of experience operating heavy motorized equipment in maintenance and construction.
  • Possession of a State of Colorado Class C Wastewater Treatment Plant Operator’s License.
  • Possession of a State of Colorado Class I Wastewater Collections Certificate.

In Addition To Previous Requirements:

  • Three years of wastewater operations and maintenance experience.
  • Possession of a State of Colorado Class B Wastewater Treatment Plant Operator’s License.

In Addition To Previous Requirements:

  • Four years of wastewater operations and maintenance experience.
  • Possession of a State of Colorado Class A Wastewater Treatment Plant Operator’s License.

PHYSICAL AND WORKING ENVIRONMENT

  • The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of the job.

While performing the duties of this job, the employee is regularly required to exercise mental and visual concentration, listen, talk, stand, reach, twist, demonstrate manual dexterity, walk on level, uneven and slippery terrain, turn, kneel, bend, stoop, squat, balance, crouch, crawl, grasp, pinch, and making repetitive hand movement in the performance of daily duties. The employee will need to lift, carry, and push tools, equipment and supplies weighing up to 117 pounds on an occasional basis and 20 to 50 pounds on a frequent basis. The employee will need to climb ladders, work in Confined Spaces, use power equipment/tools that produce vibration and noise, and work in Work Zones with moderate to heavy traffic. The employee regularly works in all outside weather conditions near moving equipment in areas with elevated noise levels and where chemicals may be utilized.
