Workforce Development and Curriculum Development / Instructional Design Consultants (Remote / Global)

Background and Objectives of the Consultancies

USAID awarded a five-year, $160 million cooperative agreement to USP to sustainably strengthen medical product quality assurance systems in low- and middle-income countries, addressing the proliferation of poor-quality medical products that put millions of people at increased risk of illness or death and waste precious health system resources. The program—Promoting the Quality of Medicines Plus (PQM+)—builds on the successes of predecessor programs while adopting cutting-edge approaches to support countries worldwide in responding to an evolving pharmaceutical landscape.

To achieve the goal of PQM+, USP and its partners will work to strengthen governance and regulatory structures, optimize the allocation and use of resources, improve the supply of quality-assured medical products, and advance the global learning, policy, and operational agenda for medical product quality assurance. Importantly, PQM+ will work with local and regional organizations to build on-the-ground specialized expertise where it is needed most. Through PQM+, these partners will mature to become direct providers of technical assistance.

IntraHealth International is a core partner leading health workforce development and capacity building of local partners for transition awards. The consultant will work under the guidance of and in coordination with technical staff at USP, IntraHealth, and in-country stakeholders, ensure the timely delivery of activities, and provide progress reports contributing to high quality results and the overall success and integrity of the program.

Intrahealth seeks to recruit consultants to support Workforce Development activities in curriculum development, instructional design, workforce planning and organizational development in PQM+ countries. The consultants will be contracted through an Extended Services Agreement for 12 months with a level of effort ceiling not exceeding 130 days. Work orders for individual assignments will be issued, specifying the scope of work, the period of performance, and the level of effort assigned to the activity.

Consultants may be responsible for any or all of the following for any given assignment:

Consultant Opportunity #1: Workforce Development Consultant

  • The consultant will undertake implementation of Workforce Development related activities to specified assignments based on approved task orders.
  • S/he will apply the PQM+ workforce development technical approach to conduct assessments to inform workforce development interventions aligned to the needs of specific Country National Regulatory Authorities (NRA), Examples may include workload indicators of staffing needs, organizational reviews, training needs assessment, job analysis, etc.
  • Provide technical assistance to the NRAs in addressing the identified gaps on capacity development or systems strengthening.
  • Support the NRAs to draft capacity development plans, develop the budget, and provide guidance in mobilization of resources (human & financial) to roll out the activities. Examples include training or mentorship.
  • Participate in the development of tools on organizational development and workforce development systems strengthening aligned to the WHO Global Benchmarking Tool and other recognized regulatory tools to improve and sustain the performance of the NRA in low- and middle-income countries.
  • Participate in the initial kick-off meeting and other work implementation meetings with the PQM+ and country teams, to discuss the activity, agree on activity implementation plan to guide the activity through completion.
  • Provide continuous updates to the PQM+ team including the Sr. Manager – Regulatory Workforce Development on progress of assignment. This includes submission of relevant work products as applicable including meeting minutes with action points, and briefing/debriefing reports.

Consultant Qualifications

  • Masters Degree in Public Health, Human Resource Development, Health Policy, Organizational Development, or a related field with 6 years of relevant experience, a (Bachelor's degree with 10 years of relevant experience is also accepted).
  • Relevant experience required in conducting the design, development, and evaluation of systematic approaches to build the capacity of individuals and organizations in a wide variety of health logistics and health commodities field
  • Experience in designing and conducting Human Resources for Health (HRH) assessments in the public sector and designing innovative capacity building approaches.
  • Knowledge and experience related to medicine regulatory and quality assurance systems is preferred.
  • Relevant experience required in conducting the design, development, and evaluation of systematic approaches to build the capacity of individuals and organizations in a wide variety of health logistics and health commodities field.
  • Experience in implementing projects focused on health systems strengthening, capacity building of local governments, regulatory system strengthening and medical product quality assurance strengthening.
  • Experience facilitating country, coordination of planning and implementation of technical assistance activities and trainings.
  • Experience in working with public health employees' policies in the regulatory field and good knowledge of public sector human resources policies and ecosystem.
  • Fluent in written and spoken English.

Consultant Opportunity #2: Curriculum Development/Instructional Design Consultant

  • Work with the accountable advising subject matter expert ( SME), the technical lead, the implementing SME responsible for accurately facilitating the curriculum to design an engaging and highly participatory, training package.
  • The SME may provide training materials and/or source materials and will be available for organizational, needs assessment, and review meetings to determine the most effective way to assess training needs as part of implementing an Analysis, Design Development, Implementation, and Evaluation (ADDIE) like process.
  • Participate in the initial kick-off meeting and other work implementation meetings with the PQM+ and country teams, to discuss the activity, agree on activity implementation plan to guide the activity through completion.
  • Provide continuous updates to the PQM+ team including the Sr. Manager Regulatory Workforce Development on progress of assignment. This includes submission of relevant work products as applicable including meeting minutes with action points, and briefing/debriefing reports.
  • Mentor and SMEs in application of ADDIE instructional design system.
  • Coach and provide SMEs with best implementation practices.
  • Review existing content and repackage according to PQM+ and IntraHealth guidelines (to be provided)

    • Adult learning theory – application
    • Chunked content with effective spacing
    • Facilitator guide
    • Participant guide/workbook
  • Work with the PQM+ technical team to support in-country activities.
  • Other duties as assigned
Consultant Qualifications

  • Minimum of a Bachelor of Arts in curriculum development, instructional design, human resources for health, public health, international development, or a related discipline. Master’s Degree in Public Health, or related field is preferred.
  • At least five years of relevant experience in curriculum development and instructional design.
  • Knowledge and experience in the following: curriculum development, adult learning theory, competency-based training, active learning, facilitation design in a workshop environment, and training implementation, designing and hosting virtual meetings, trainings and workshops using applications to boost engagement and brainstorming, and knowledge of effective and practical ways to monitor and evaluate learning (indicators, methods to track, KPIs).
  • Bonus - familiarity with public health, medicines regulatory authorities, good manufactoring practices, medical product market authorization, or supply chain management.
  • Skillset in the following: PowerPoint, graphics and data visualization, practical (hands-on) experience using eAuthoring software (i.e., Articulate Storyline and Rise) and white board animation application (Scribbler, Vyond, etc.).
  • Demonstrated ability to work independently and manage multiple work flows, while effectively managing project timelines and deliverable schedules.
  • Ability to build relationships and interact effectively with technical experts, other partners and donor agencies.
  • Prior experience and success working in complex environments, with teams whose members are physically located in different time zones and geographic areas.
  • Fluency in English, and excellent written and verbal communication skills.
  • Ability to work in Russian, , and/or French is preferred
  • Professional and able to communicate effectively with colleagues and key external stakeholders.
  • Excellent interpersonal and organizational skills with strong attention to detail.
  • Ability to demonstrate the highest degree of ethics and integrity.
  • Ability to work in cross-cultural settings.

Location and Travel

Work will be performed remotely unless co-facilitation of trainings is required by the activity manager. This will be stipulated and negotiated in the work order.

Period of Performance and LOE

The period of performance for this effort shall be up to 12 months from date of signature of the agreement at a level of effort (LOE) not to exceed 130 days.

The consultant will report to the Senior Manager – Regulatory Workforce Development
