Ukrainian Parliament Passes Landmark Climate Law with Net-Zero Goal by 2050! Yesterday, the Ukrainian Parliament took a huge step forward by passing draft law # 11310, which significantly updates the country’s climate policy and aligns it with the European Union’s climate framework. This move not only targets net-zero emissions by 2050 but also integrates climate considerations into Ukraine’s reconstruction efforts—a crucial step toward launching a green recovery. The law is a key component of the Ukraine Facility financing program and an essential milestone on Ukraine's path to EU membership. The new policy framework promotes low-emission production, green job creation, enhanced energy efficiency, and greenhouse gas absorption. BRUSSELS, March 7 (Reuters) - European Union countries #agreed on Thursday to jointly #quit the #ENERGY #CHARTER #TREATY over concerns that it undermines efforts to fight climate change, officials said. The 1998 #Energy #Charter #Treaty, which allows energy companies to sue governments over policies that damage their investments, has in recent years been used to #challenge moves that require #shutting down #fossil #fuel #plants. Ministers from EU #countries agreed to #exit the #treaty at a meeting in Brussels, two EU officials told Reuters. The decision will now go to the European Parliament to seek lawmakers' consent. That is seen as highly likely because the EU assembly has previously urged it to leave the treaty. Brussels first proposed a #coordinated #EU #departure from the treaty in July, after member states including Denmark, France, Germany, Luxembourg, Poland, Spain and the Netherlands announced plans to quit, with most citing climate change concerns. EU countries have so far delayed a decision on the exit as some, such as Cyprus and Hungary, were keen to stay in, while others were concerned that efforts to modernize the treaty would go to waste with their departure. To soothe those worries, the EU proposed last week that #before #leaving, #EU #countries should allow #reforms to pass. That proposal appears to have unlocked a deal. EU countries will approve the proposal to accept the treaty reforms in May, a source in Belgium's presidency of the EU, which will organise the talks, told Reuters.

Fantastic news! Recently it was announced that the EU is withdrawing from the Energy Charter Treaty (#ECT). Fernando Hernández, Sr. Trade and Investment Policy Officer at Both ENDS, explains: "This is a significant victory for civil society and the planet, as the ECT previously allowed fossil fuel companies to sue governments for transitioning to renewable energy. For several years, environmental organisations and advocacy networks, including Both ENDS and its partners, tirelessly campaigned to expose the treaty's harmful impact on climate action. They highlighted how the ECT enabled fossil fuel companies to challenge governmental climate policies through the investor-state dispute settlement (#ISDS) mechanism. The European Union (EU) calls for fossil fuel contribution to climate finance 🌐 The EU is taking a step towards a sustainable future by urging the fossil fuel industry to contribute to financing climate change efforts in developing nations. According to a draft document from March 2024 seen by Reuters, the EU is aligning itself with United Nations targets, set to be discussed at the upcoming UN climate negotiations in Baku, Azerbaijan, this November. The EU is advocating for a substantial increase in climate finance, surpassing the existing $100 billion per year commitment. The draft statement emphasises the need for diverse funding sources, including contributions from the oil and gas sector. Various international initiatives have evolved for climate and development cooperation, such as the Just Energy Transition Partnerships (#JETPS), the #climateclub launched at COP28, or the Glasgow break-through alliances. Which organization forms are effective for international #climatecooperation and how do they fit together? In Bridges over troubled waters: Climate clubs, alliances, and partnerships as safeguards for effective international cooperation - just published with Dr. Catherine Marchewitz and heiner von luepke in International Environmental Agreements: Politics, Law and Economics – we review the landscape and reflect on the institutionalization of international #climatecooperation. We find that sector-specific cooperation, for instance in the industry sector, allows for increasingly deep cooperation. Multilateral, sectoral alliances can play an important role for international goal setting and the convergence on standards, metrics, and benchmarks. Carbon pricing as policy tool can be an element, but with too strong an emphasised can be counterproductive for international cooperation initiatives to succeed. For any cooperation initiative to succeed, a further development of international rules for cooperation - the institutionalization of rules-in-use - will be a valuable underlying aide. 🌍 Shaping Latvia’s Green Future: Foreign Investors' Council in Latvia Involvement in Critical Climate and Energy Discussions 🌍 Dace Cirule, the FICIL Energy and Green Economy work group leader, participated in today's TV talk show "Kas notiek Latvijā?", which focused on the Green Deal and climate neutrality in Latvia - two years since the creation of the Klimata un enerģētikas ministrija/Ministry of Climate and Energy (KEM). During the discussion, Dace emphasized the following: - KEM has shown positive progress over two years, but there are still challenges in its strategic direction. - Latvia often views the European Green Deal only as an EU obligation, missing out on its potential benefits for the country. FICIL advocates for a shift in perspective, focusing on how the Green Deal can drive economic growth, create jobs, and improve sustainability in Latvia. - Achieving climate neutrality must go hand in hand with climate adaptation. Transparent and predictable policies are needed to support both emissions reductions and climate adaptation, which are crucial for long-term sustainability and investor confidence. FICIL is ready to contribute to discussions on CO2 storage technologies and advocates for legislative changes to enable the carbon capture, utilization, and storage (CCUS) value chain.
