In 2021, we committed to a transformation of our homelessness response system. We aligned investments to focus on reducing unsheltered homelessness. Together, the All Neighbors Coalition has reduced unsheltered homelessness by 24% since that system transformation began. Our next big milestone is a 50% reduction in unsheltered homelessness as compared to 2021 levels. If we stay the course with continued public and private investments in proven strategies for housing and support services, we can reach this goal by 2026. This is an excellent article by two leading advocates for affordable housing and eradicating homelessness. One key takeaway comes from this quote: "While people enduring homelessness often face serious challenges—joblessness, health problems, domestic abuse, racial discrimination—placing them rapidly into a permanent home with supportive services is the most effective way of keeping them permanently off the streets. A 2021 study showed that prioritizing housing with services decreased homelessness by 88 percent. It's also a good investment. An independent CDC panel found that for every dollar invested in such housing, taxpayers realize $1.44 in savings." - We all win if we do the right thing. The recent Supreme Court decision criminalizing homelessness does the opposite.
Punitive approaches only serve to send more people spiraling into homelessness. Instead, we know the real fix—getting people into homes with supportive services. When people from across Ottawa’s housing and homelessness world get together, we can build a system that works better for everyone. The Moving UPP project brought together nearly 200 local thought-leaders, frontline staff, and people with lived experience of homelessness. Working together, they identified ways that Ottawa’s housing and homelessness systems could use the resources we currently have to build a more effective system that helps get people into homes faster and more easily. Functional Zero describes a community’s capacity to effectively prevent homelessness whenever possible, and ensure that when homelessness does occur, it is rare, brief and unlikely to reoccur. MACV and our government partners have aggressively pursued an effective end to Veteran homelessness for the past seven years. Minnesota is determined to become the 4th in the nation to end Veteran homelessness. Only two counties have not achieved Functional Zero Veteran homelessness in Minnesota: Ramsey and Hennepin, Minnesota’s two most populous areas.

In 2024, 3,280 people were experiencing homelessness across Harris, Fort Bend, and Montgomery counties. Since 2020, we've seen a 17% decrease in overall homelessness and a 33% drop in unsheltered homelessness. Thanks to Houston's Housing First model, homelessness has been reduced by an incredible 60% since 2011! But as COVID-19 relief funding comes to an end, we need $50 million annually to sustain this progress. Without continued funding, homelessness could rise by 60% again by 2026. 😟 Houston's success has been built on strong collaboration with local leaders, public-private partnerships, and a commitment to permanent housing solutions.
