Human trafficking is defined as the recruitment, transportation, transfer, harboring or receipt of people through force, fraud or deception, with the aim of exploiting them for profit. The campaign for World Day Against Trafficking in Persons 2024 aims to raise awareness of disturbing developments and trends identified by the UNODC and calls on governments, law enforcement, public services, and civil society to assess and enhance their efforts to strengthen prevention, identify and support victims, and end this impunity. The U.S. State Department published its 2024 report on human trafficking in the world, placing Costa Rica in the "Tier 2" list, which groups countries whose governments, despite not fully complying with the minimum standards to eliminate human trafficking, are making "significant efforts" to meet those standards. Among the efforts highlighted, the report notes that the government allocated resources for prevention programs for the first time in three years, prosecuted more suspected traffickers, convicted more traffickers, and provided services to all identified victims. However, the report also notes that funding for anti-trafficking efforts remains inadequate and that there are bureaucratic obstacles to accessing available funds. In addition, only one male victim of trafficking was identified, and shelter options and services for adult male victims are insufficient. The report includes several priority recommendations, such as increasing victim identification and referral, increasing funding for specialized services, and improving training for local prosecutors. It also recommended intensifying efforts to investigate and prosecute trafficking crimes, reducing bureaucratic obstacles to the allocation of funds, and improving data collection on judicial and victim protection efforts. In the area of criminal prosecution, the report highlights that the country increased its law enforcement efforts. According to Article 172 of the Penal Code, sex and labor trafficking is criminalized with penalties of six to ten years in prison for crimes involving adult victims, and eight to sixteen years for those involving underage victims. In 2023, 37 cases were investigated under this article, 46 alleged traffickers were prosecuted and 11 traffickers were convicted, with sentences ranging from two to 23 years in prison. The report concludes that, despite progress, Costa Rica must redouble its efforts in several critical areas to comply with international standards and protect victims of human trafficking more effectively. One common way in which predators lure their victims is by positioning themselves as trustworthy through false promises and/or romance. Unlike many other crimes, human trafficking is characterized by under-reporting as a result of the barriers that victims face when exiting and/or reporting their situation. Remaining committed to working on the front lines of ending human trafficking, the SPS' VICE & Human Trafficking Unit works to thoroughly investigate these types of crimes while connecting victims with available resources in the community. **Breaking the Cycle: Combatting Human Trafficking One Arrest at a Time** The Sheriff's Police Special Victim's Unit VICE Investigators recently executed a successful undercover "John" sting operation near Chicago's #MidwayAirport, leading to the arrest and fining of 10 men for soliciting prostitution. This operation is just one example of the ongoing efforts to disrupt the demand for human trafficking—a crime that often hides in plain sight yet has devastating impacts on individuals and communities. Since 2022, the #CCSPD has arrested and fined over 400 individuals through a series of strategic operations targeting those who perpetuate the demand for human trafficking. Why This Matters: 1. Disrupting the Demand: By focusing on those who seek to exploit, we address a root cause of human trafficking. Reducing demand is critical to breaking the cycle of exploitation and abuse. 2. Community Impact: Human trafficking isn't a distant issue—it's happening in our neighborhoods. The CCSPD's proactive approach helps create safer communities by removing those who contribute to these crimes from our streets. 3. Supporting Victims: Each operation isn't just about arrests; it's about opening pathways to support for victims of trafficking, helping them regain control over their lives. 4. A Call for Awareness and Action: We all have a role. Awareness is the first step in ensuring that we, as a society, do not disregard these crimes. Last month Bheki Cele released the 3rd quarter crime stats, seemingly chuffed about a 1.7% decrease in sexual offence and a 1.9% decrease in rape and sexual assault crimes. However, these minuscule reductions stem from an unacceptably high base line, especially when you consider estimations that only 1 in 9 cases are actually reported. The bottom line is that crime statistics inevitably reduce victims to numbers, dehumanising the very real women, children and families whose lives have been so deeply damaged.
