The Massachusetts Coastal Resilience Grant Program is open for submissions as of today, through July 19. Run by the Massachusetts Office of Coastal Zone Management (CZM), this grant program seeks proposals for innovative and transferable local and regional projects to address coastal flooding, erosion, and sea level rise impacts, and aims to provide financial and technical assistance to eligible municipalities, federally recognized tribes and certified 501(c)(3) non-profit organizations (including qualifying tribal entities) to advance a broad range of coastal resilience and climate adaptation efforts to address the impacts of coastal flooding and erosion. Eligible project types include evaluating vulnerabilities and risks, public outreach, retrofitting and relocating vulnerable public facilities and infrastructure, shoreline restoration, and proactive planning projects. Applicants may request up to $2 million in funding per project.

FEMA is redirecting federal funding from reactive disaster spending toward research-supported, proactive investment in community resilience. FEMA's Building Resilient Infrastructure and Communities (BRIC) program invests in a variety of hazard and climate mitigation projects with a focus on infrastructure improvements that benefit traditionally disadvantaged, hazard susceptible communities, promote climate adaption by incorporating nature-based projects and enhancing hazard-resilient building standards. COVID was four years ago – but local councils around Australia have remained in recovery mode ever since. That's largely thanks to a string of natural disasters since 2020, including bush fires, floods, droughts, cyclones and record rainfall. Successful disaster recovery and infrastructure development requires long-term planning, and long-term planning requires long-term funding. But the thing about grant funding is that it's typically linked to election cycles. The short-termism around which projects get funded keeps us in a cycle where long-term, strategic projects are 𝘢𝘭𝘸𝘢𝘺𝘴 out of reach during the short time council members have to make an impact. 🎥 Our CEO Daniel Pritchard discusses the ongoing challenges faced by LGAs, and the need for long-term solutions.

Many states are thinking about how to encourage collaboration and coordination across agencies to tackle the multifaceted challenges posed by climate change. 🌊 In 2023, Virginia's Resilience Coordination Working Group convened to determine the best path forward for the Commonwealth. We came up with a LOT of recommendations, but if we can get the people power and investments needed to implement them all, communities across Virginia will benefit from a whole-of-government approach to and increased funding for climate-informed resilience initiatives. 🤝 Want to learn more? If you're headed to the APWA Texas Annual Conference, join HR Green's Keval Satra, P.E., and Mariana (Tommasi Corrêa) Williams, EIT as they present "Building Resilient Infrastructure: Flood Mitigation Improvements and Funding Resources – A Case Study from the City of Liberty." After three separate flooding events over three years, the City of Liberty, Texas, applied for FEMA funding to make its wastewater treatment plant more resilient. The process through FEMA’s Hazard Mitigation Grant Program included submitting the application with all requested backup, working with the Texas Department of Emergency Management, completing a Benefits-Cost Analysis, and conducting preliminary design and environmental assessment, including wetland delineation. As one of the first projects awarded and constructed under the Hurricane Harvey disaster declaration during the pandemic, the presentation will provide a brief overview of the flood mitigation improvements and lessons learned throughout the project. "Unprepared: The Case for Community Control of Civil Contingency Plans" This UK focused online event is taking place on Wednesday morning hosted by Cadence Roundtable and the New Weather Institute "We are in a climate emergency. Insufficient government adaptation efforts do not provide the support necessary. Challenges felt in the wake of Grenfell, the Ukraine war and the COVID pandemic illustrate this. They need to be paired with an on-the-ground civil contingencies infrastructure, and this pamphlet discusses how such infrastructure may look. The New Weather Institute and the Cadence Roundtable. “[N]ow that there are new threats of catastrophe, how can we reassure people that there will be support if the worst happens. The answer is that we urgently need a locally owned and properly resourced disaster response infrastructure that can plan ahead, respond effectively and rebuild according to local needs. A genuinely civil and local Cobra. […] “Civil society should not wait for central government to realise their vital role, but should grow into the role themselves. Working with the Space Coast Transportation Planning Organization on their Long Range Transportation Plan, we looked at resiliency in the long view. This led to the development of a Transportation Resiliency Master Plan considering widescale environmental mitigation. 🌩️ Here are some aspects to consider if your resiliency plan also focuses on sea-level rise, hurricanes, shoreline erosion and storm surge, flooding, and heat: ⚡ Identify shocks and stressors that are most prevalent and that impact transportation systems. ⚠️ Perform a vulnerability assessment for the identified shocks and stressors. This assessment emphasizes the parts of the transportation system that are at risk and most vulnerable. 🚨 Perform a criticality assessment to provide a structured way to focus on assets most important for the functioning of a transportation system or community in an emergency.
