U.S. Space Force (USSF) is adopting a new strategy to increase and strengthen collaboration with the commercial sector! The USSF’s Commercial Space Strategy is part of DoD’s Commercial Space Integration Strategy. The USSF seeks to implement this new strategy through four lines of efforts: “(1) Collaborative Transformation, (2) Operational and Technical Integration, (3) Risk Management, and (4) Secure the Future”. In this 18-page document, the USSF outlines its approach, which includes increasing more opportunities for the space industry to work with the USSF in developing and integrating commercial space solutions, creating a hybrid space architecture, managing risks by creating processes to share threat information with commercial companies, and seeking out emerging technologies in the industry space. This is an exciting time for the commercial space industry and U.S. Space Force to work together! As the need for global Milsatcom and Givsatcom services increase should governments build new systems or buy from commercial assets? “Exploit what we have, buy what we can, build what we must.” While this has been the message of U.S. Space Force leadership over the past few years, many agree that it hasn’t necessarily been the practice. Two new strategies released this spring — the Department of Defense Commercial Space Integration Strategy and the Space Force Commercial Space Strategy — formalize policy goals to integrate commercial solutions into the national security space architecture. These strategies lay out priorities, approaches, and lines of effort to integrating commercial capabilities and identify specific mission areas that are prime for greater commercial integration. The first of its kind 2024 Commercial Space Integration Strategy, looks to integrate commercial solutions into DoD’s national security space architecture. The Defense Department on April 2 unveiled its first-ever strategy to integrate commercial space technologies into its national security architecture. The move signals the Pentagon’s intent to take advantage of private space sector investments rather than rely solely on custom-built government systems. The Pentagon’s strategy, however, also recognizes there are structural, procedural and cultural impediments the DoD must clear to shift from its traditional model of developing proprietary space systems meant only for military use. DoD historically has favored bespoke, custom-designed government systems over commercial off-the-shelf technologies, creating barriers to the adoption of commercial space products and services, Defense Secretary Lloyd Austin noted in introducing the strategy. “Integrating commercial solutions, as opposed to merely augmenting existing government systems, will require a shift in approach within the department,” Austin wrote in the foreword to the report. “Leaders at all levels need to be aware of and work to eliminate the structural procedural and cultural barriers to overcoming legacy practices and preconceived notions of how the commercial sector can support national security.”
The DoD unveils its first ever strategy to integrate commercial space technologies on April 2nd. This highlights a shift from a solely generative approach for military capability development signaling "the Pentagon’s intent to take advantage of private space sector investments rather than rely solely on custom-built government systems." "In announcing this strategy the DoD also recognizes "structural, procedural and cultural impediments the DoD must clear" to support this shift. Secretary Austin directs "Leaders at all levels need to be aware of and work to eliminate the structural procedural and cultural barriers to overcoming legacy practices and preconceived notions of how the commercial sector can support national security.” John Plumb, outgoing Assistant Secretary for Space Policy states "The department has a responsibility to leverage ALL tools available. And those tools include commercial solutions.” Jake's Thoughts- The strategy highlights a shift that we have seen evolving over the last 40 years. An existing gap that is more recent is highlighted as we see commercial space capability emerging from a global market place (not just the US). We must also shift our focus in armaments cooperation to provide more opportunities for the US DoD to experiment through new allied/partner efforts to mature and integrate commercial space technology from our combined markets for shared security and prosperity. This shift from generative armaments cooperation to commercial integration marks a need to be able to go from concept to cooperative experimentation in less then 3 months to engage companies on market focused timelines. Will leadership respond to the challenge to eliminate the structural procedural and cultural barriers in DoD policy to overcome legacy practices and preconceived notions of how allies/partners can cooperate through the integration of commercial technology? There is a tremendous opportunity if we do.. and as Plumb states "there is also risk in not integrating commercial solutions and failing to capitalize on the commercial sector’s technological innovation.” Looking forward to picking up the conversation! "SSIB’23 Report Calls For Action To Build Enduring Advantages in Space for Economic Prosperity and Collective Security" - "Building enduring advantages in space for economic security and collective security is the central theme of a newly-released 2023 State of the Space Industrial Base (SSIB) Report prepared by the U.S. Space Force, Air Force Research Laboratory, and the Defense Innovation Unit. Now in its fifth year of publication, this annual report collects feedback from the commercial space sector gathered during workshops held across the United States and aggregates them into recommendations for government consideration and action. Topic areas focus on assessing the current state of launch, satellite communications, remote sensing, in-space logistics, traffic management, advanced power, policy, finance, and workforce development amongst other critical pillars of the new space economy... Major findings from these workshops includes the need to: - Establish trusted and resilient supply chains both domestically and with our allies; - Streamline bureaucratic processes to accelerate activities that delay licensing; - Improve access to financial tools necessary to normalize space as a contributor to the economy; and - Broadly adopt ‘allied-by-design’ to improve interoperability and scaling with global partners. Key actions and recommendations include: Embrace a collective North Star vision for space that is inclusive of the United States, its allies, and global partners as an enduring advantage for economic prosperity and collective security in the 21st century. This includes the peaceful economic development and human settlement of space in a manner that is consistent with our shared values, democratic principles and appreciation for both human rights and the environment. Accelerate the transition to dynamic space operations by enabling sustained maneuver through the proliferation of modular, serviceable and sustainable space systems no longer constrained to fixed orbital trajectories. A shift toward agile policymaking and execution that keeps pace with innovation rather than constrains it. Accelerate the production and scaling of commercial space solutions that contribute to strategic effects and advantages. Address bureaucratic delay to incentivize continued private investment and retain U.S. leadership in Great Power Competition. Sustain funding for those programs that embrace leverage commercial solutions where appropriate. Assure the protection of space commerce as an enduring advantage as we do in other domains. Build supply chain trust and resiliency. The Space Force is laying the groundwork to place payloads in orbit with relatively little notice through its 'tactically responsive space' program. The Space Force is seeking to integrate commercial innovation into Space Domain Awareness. The Space Force has created several initiatives to achieve this goal, including the Space Domain Awareness Marketplace, the SSC Front Door, and SpaceWERX. The Space Force is also looking to concentrate on Space Domain Awareness (SDA) and move away from the tracking and conjunction assessment of objects in space, especially as the majority of objects in orbit are increasingly commercially owned and operated . The Space Force has issued several requests for information, requests for proposal, and sources sought notices for networking capabilities in artificial intelligence, machine learning, and quantum for cyber defense to fulfill the DoD great power strategic competition initiatives. Policy Guides Strategy! This USSF Commercial space strategy document is a reflection of policy! Now for the money and institutional capacities to leverage all that! Tip: Policy agenda setting, policy formulation, policy implementation (strategy matters a lot here), and policy evaluation [effectiveness]! The 2022 [U.S.] National Defense Strategy directs that the DoD “will increase collaboration with the private sector in priority areas, especially with the commercial space industry, leveraging its technological advancements and entrepreneurial spirit to enable new capabilities.” Furthermore, the 2024 DoD CSIS aligns Department-wide integration of commercial space solutions and the USSF CSS lays out a strategy for leveraging commercial capacity to improve the resiliency and lethality of the Nation’s space capabilities...mature and emerging commercial space solutions offer opportunities for the USSF to explore new avenues for meeting its requirements. The commercial sector in the United States is now developing solutions that were previously only pursued by the government, such as proliferated commercial low Earth orbit capabilities and on-orbit servicing, assembly, and manufacturing. U.S. launch providers also continue to innovate and improve access to and return from space.
