A requirement document for new equipment is just a piece of paper until the Army headquarters funds the requirement and Army acquisition professionals begin developing the system. We need Army Materiel Command to ensure we get concepts and requirements right, help divest old capabilities, and support fielding and sustainment of new ones. And our best warfighters are in the operational force—Forces Command and the Army Service component commands. Project Convergence - Capstone 4 (PC-C4) is an Army-hosted, combined Joint and Multinational experiment. Please consider reading a piece I co-authored with two incredible joint officers and its companion piece by Commander Doug Morea in the most recent issue of Joint Forces Quarterly (Vol. 114). “Jointness as Virtue: Increasing the Value of Joint Qualification to the Joint Force and Services” Abstract: Ιn “Balancing Nonresident Joint Professional Military Education With Military Life,” Commander Doug Morea makes the salient point that the current joint professional military education (JPME) process fails the individual joint warfighter in preparing for the challenges of serving in combatant commands and other joint forces. As joint educators, we agree with Commander Morea’s premise and offer that the current JPME model not only fails the individual joint warfighter but is also wholly inadequate for what the joint force requires both today and in an uncertain future. From the start, the Goldwater-Nichols Department of Defense (DOD) Reorganization Act of 1986 enshrined JPME and the joint qualification process as a forcing function to reduce unhelpful parochialism and achieve unified action. Even today, a compromised system still exists, lacking standardization across the enterprise and persistently delivering educated officers too late and short in supply at all echelons of the joint force. The DoD said Thursday DLA launched a competitive acquisition process and received 14 offers for the IDIQ contract, which will support the U.S. Army, U.S. Navy, U.S. Air Force, U.S. Marine Corps and the U.S. Coast Guard.
