This paper on the 30 journey of the Building Act 1993 was presented by Tsigereda Lovegrove at the annual Victorian Municipal Building Surveyors conference. It is also a discussion on how the legislation stacks up against international best practice regulatory ecology. - It lauders some of the key virtues of this act in its 30th year anniversary but also alludes to where there may be some possible opportunities for reform. - It had in mind the fact that there is talk of reform. ** It also provides a preview of one of the pages from the I B Q C risk based building classification and calibrated mandatory inspect protocols. The guidelines will be published soon and will probably be the most progressive thinking on point on the planet now. In light of issues raised by recent media coverage relating to the CFMEU's Construction and General Division, the Fair Work Commission has confirmed it will be taking additional measures in relation to the approval of enterprise agreements in the building and construction industry. 1. Interested parties will be given an opportunity to provide additional information to the FWC about steps taken in relation to the agreement-making process. The FWC will be writing to all parties of building and construction industry enterprise agreements lodged after 10 July 2024 to request documentary evidence of steps taken. 2. A dedicated webpage has been set up for people to view building and construction industry enterprise agreements currently before the FWC for approval, through which it is intended that interested parties can contact the FWC to raise concerns and make enquiries. The median timeframe for the approval of enterprise agreements in 23/24 was 16 days and the FWC aims to approve 95% of enterprise agreements within 20 days. It is expected these timeframes will blow out as a result of the additional steps being taken by the FWC to ensure all enterprise agreements are the product of genuine agreement-making processes.

Last week our Surrey board member Gabriel Makinwa spoke on a panel at the Wates Group pavilion at the UKREiiF conference. Great job by Neil Bradley for moderating and fellow panellists Emma Weller, Oliver Brooks Ben Jowett for contributing to a great conversation. A few really interesting take aways: - There’s an appetite from all parts of the supply chain to move from a risk mitigation approach typical of contracting to more relationship based approach. - The fragmented nature of construction with several stakeholders makes it even harder for technology to make a real difference as companies use different systems that don’t speak to each other. Is there room for a shared framework that all systems must connect into? - The productivity in the construction industry has not increased at the same rate as spend on technology so there’s a huge gap still to be filled here. - We need government, property developers, designers, consultants and contractors to rethink the way we deliver projects. Everyone focuses on protecting their downside vs optimising for shared upside. NZ CPAA Roadshows connect the industry The CPAA’s NZ Roadshow has concluded this week with sessions held in Christchurch, Wellington, Tauranga and Auckland. The Roadshow is a valuable opportunity to engage with the broader New Zealand concrete pipe and civil precast industry and is focused on sharing current information on design, installation, sustainability and post installation inspection. The content has proven valuable to attendees with positive interaction and feedback from consultants, government agencies and installers across the country.
