This post from my old colleague Emma Porter illustrates the impact of archaic terms and conditions on the supply chain. Suppliers are not there to swallow the commercial risk of their clients poor planning and inefficiency, relying on competition to leverage their unbalanced approach to commercial risk. The result is insolvency and a shrinking market for the services. Not good for the economy, industry and employees. Adopting fairer, balanced T's and C's should be accelerated ASAP.

When I first joined the rail industry as Managing Director of Plant 2 years ago, one of the things I was most surprised about was the volume of last minute changes and cancellations. I thought the solution to half of our problems was fairly simple, we would focus on working more collaboratively with clients that plan and give our teams a chance to plan things properly and have time for really good inductions and time to check everything was ready and that we had the right solution to deliver best value, quality, safety and reliability for the client. Two years on and the last minute changes are worse than ever. We have about 20% of work cancelled 5 days before it is due to happen and we are not paid for most of that because our terms and conditions are so poor. At the RIA annual conference last year, I talked about this (that particular week we had 21 jobs cancelled for the same weekend). Just before Christmas, Brian from TXM, Andy from AP Webb and I went with the RPA to meet the DfT to highlight some of the issues the rail plant industry is facing. TRS had gone already and, yesterday, we heard the news that TXM has gone in to administration. They were one of the largest rail plant hire companies in the country. This week the industry will be reacting to make sure people find jobs quickly and planned works still take place. My team will be focused on that this week too. But in the weeks to come we have got to be talking about the driving forces that have led to this and what needs to change. One of those changes must be the adoption of the new RPA terms. In the 60s, Rolls-Royce introduced 'Power-by-the-hour' contracts. Instead of charging airlines for the engine, they charged a fixed cost-per-hour-of-flight and in return managed all engine installations, check-ups, maintenance and decommissioning. The model - which is now mainstay in the aviation industry – is a win-win for client and supplier. It incentivises not the product but the outcome… Keeping engines (and the planes they power) in the air for longer. Imagine what could be achieved if medicines and health technologies were procured in the same way? Granted, human engineering is more complex than airline engineering. And healthcare procurement even more so. But the current model is unsustainable. Future success for life science companies and for society requires less focus on the product and more on the outcome… Keeping people healthier for longer.
