As we embark on the start of 2025, it's worth looking back at the success we had with our bids team over the course 2024, as it was a particularly busy time for the team. The tender for Scotland Excel’s New Build Residential Framework — the organisation’s largest construction framework forecast to be worth £1.5bn over four years — is now live. We are thrilled to announce the upcoming launch of the Building Skills for the Future report, an initiative by the London Homes Coalition. This partnership of major housing associations, contractors, and specialist suppliers across London has united to tackle the pressing skills and labour force challenges within the social housing sector. The UK social housing sector is a cornerstone of the national economy, investing billions each year to improve and maintain homes. London’s major housing associations build a quarter of all new affordable homes in the capital, and manage and invest in over 770,000 homes across the country. However, our workforce is ageing and retiring, exacerbated by insufficient training opportunities and limited awareness of career opportunities in the sector. We must act now to train the next generation of talent. The Building Skills for the Future report is the result of extensive collaboration, stakeholder engagement, and rigorous data analysis. It provides a strategic direction for the sector to unite, collaborate and taking decisive action to build the skilled workforce we urgently need. We welcome the new Government’s commitment to promote workforce and training plans for the construction sector and hope this report provides a clear roadmap to work together to address this challenge. Rapleys has successfully assisted Reflect Group in removing the S106 requirement for their development, enabling this project to progress. The development, which will provide 16 one and two-bedroom apartments, was granted planning consent in 2019 with a requirement to include 6 affordable housing units. Due to the liquidation of the previous developer, the site was left half-constructed and stalled for years. Reflect Group acquired the site but faced challenges due to rising construction costs and finance rates, making the original S106 requirement unviable. Rapleys was brought in to assess the viability of the scheme. Our detailed viability assessment report supported by further build cost evidence, led to the Council agreeing that the scheme could not viably provide affordable housing at this time. This agreement removes the S106 barrier, allowing the stalled site to move forward and contribute to the regeneration of the East Street/Back of the Walls area. The London Homes Coalition – a partnership of major housing associations, contractors and specialist suppliers in London – has launched the ‘Building Skills for the Future’ report, which identifies the critical risk to the maintenance, retrofit and provision of London’s social and affordable housing. Based on a first-of-its-kind analysis of the consolidated work programmes of the seven key housing associations in the Coalition, the report identifies a demand of 10,000 people annually to meet their asset management commitments, and up to 31,000 to deliver new build planned investments over the next five years. Combined, the Coalition’s pipeline represents about 10% of the overall construction workforce in the capital, which is a significant proportion considering the competing needs of other housing association and council house building and asset management programmes. Without further action, the Coalition alone faces a potential shortfall of around 2,600 skilled people to deliver these investments. It is very encouraging to see the increasing use of Modern Methods of Construction (MMC) for the housing sector over the last few years. The recent Social Housing Survey by Building Better and the National Housing Federation highlights that over 20,000 homes in the UK in 22/23 were built using MMC in the sector. In addition, over 93% of those used a Category 2 panelised system. Offsite construction is at the start of its journey for the housing industry, but will have a key role to play in the years ahead as the UK addresses its problems of both supply and affordability. The report anticipates a significant increase in the adoption of MMC by the social housing sector over the next five years, projecting that between 70 - 100,000 homes could be completed using MMC by 2028. Birmingham City Council has awarded Equans UK & Ireland - In Focus a new housing repairs contract, extending its successful partnership with the energy, services and regeneration specialist. The new contract will see Equans continue to provide a planned and responsive repairs, maintenance and refurbishment services to more than 37,000 council-owned homes across the city until at least 2026. Paul Langford, Birmingham City Council’s Strategic Director for City Housing, says: "We are pleased to have awarded this contract to Equans. Our partnership with Equans has already delivered significant improvements to our housing stock, making homes warmer and more energy-efficient for our tenants. The new contract will enable us to continue this work, ensuring our tenants receive a high-quality repairs and maintenance service that meets their needs." Paul Bingham, Regional Operations Director at Equans UK & Ireland, adds "We’re delighted that the council has chosen to enter into this new contract, providing the opportunity for us to build on our existing successful partnership.
