The Doha meeting and the UN-led effort, in general, must present the Taleban with a clear choice: engage in a national dialogue with fellow Afghans for "inclusive constitution-making," as suggested by the Independent Assessment, or face further isolation. The UN Secretary-General, authorized by the SCR 2721, should appoint the Special Envoy for Afghanistan who should actively engage with non-or-anti-Taleban constituencies. The minimalist approach to engagement with the Taleban for lifting some of the restrictions on women does not work. #Afghanistan
