Strong systems planning and coordination are the foundation that enables counties, continuums of care, and cities to effectively respond to homelessness. This includes using analyzing current investments and program capacity relative to the current and projected needs of the community. Through All Home's solutions modeling, we've applied a data-driven method to estimate what it will actually take to make substantial reductions in homelessness across the Bay Area region, and in each of the nine counties. While this analysis outlines a broad roadmap to build the capacity of our homelessness response system, we aim to use this tool to help inform budgeting priorities, and to continue our work educating and advocating for new and sustained sources of funding so we can continue our collective work of making homelessness rare and brief. If you represent a Bay Area county, city, or continuum of care, and you're looking for help applying data to inform systems infrastructure, we continue to offer pro bono technical assistance to jurisdictions who engage and incorporate the Regional Action Plan in their systems planning. The 2024 Point-in-Time Count took place on January 30, 2024, and today we are releasing the report findings with survey data. The PIT Count conducted every two years, is a critical snapshot of people experiencing sheltered and unsheltered homelessness in our community and is useful for measuring trends over time. While this one-night snapshot report is essential, it does not always account for the changes, investments, and innovations happening locally. Highlights: ~Between the 2022 and 2024 Point in Time Counts, the city helped people exit homelessness at a faster rate than ever before. ~Over 7,500 clients exited homelessness from January 2022 to January 2024 through Permanent Supportive Housing, Rapid Rehousing, and Housing Problem Solving interventions. ~The City of San Francisco provided emergency financial assistance for over 7,000 households at risk of homelessness through Prevention programs. The new Regional Action Plan Solutions Dashboard from All Home shows what it will take to dramatically reduce homelessness in each Bay Area county, and the region as a whole. The good news is ✨ that it’s doable ✨, but it’s also going to take more resources, commitment, and coordination than we’ve brought to bear before. The Solutions Dashboard also shows how important it is to prevent homelessness. It models how preventing homelessness reduces the amount of new affordable housing necessary, and the total cost. 🌟 Year One Progress Report: Home by the Bay 🌟 We're excited to share the first-year achievements of our citywide strategic plan, Home by the Bay: An Equity-Driven Plan to Prevent and End Homelessness in San Francisco. In just one year (July 2023 - June 2024), we’ve made significant strides: 🏠 5,256 individuals transitioned from homelessness to housing. 🤝 83% of those who exited homelessness between July 2021 and June 2022 remain housed, without returning to the system. 👥 8,235 people at risk of homelessness received vital housing prevention services. Additionally, we expanded our shelter capacity by adding 498 new beds and are on track to add 1,075 new beds by May 2025. Prevent Homelessness Before it Starts! For the first time in over 10 years, Alameda County has seen a reduction in the number of people experiencing homelessness! BACS is providing permanent housing, rapid re-housing, housing navigation, and more. Today, we want to highlight one major initiative that is expanding through the Bay Area: preventing homelessness before it starts through Keep People Housed.
