In a significant step towards its sustainability goals, California recently approved plans to add over 56GW of new solar, wind, and storage by 2035. This sweeping buildout aims to reduce electric sector emissions by nearly 60%. To reach the target, coordinated planning across agencies is essential, from resource procurement to transmission infrastructure. A key initiative we are excited about is the Community Solar program currently in legislation. Community solar has been proven across the country to make significant strides towards RPS goals. In anticipation of this emerging market, onCORE has been originating sites for clients’ to develop community solar projects. In 2023, onCORE Origination originated 54 new community solar projects in California alone for its clients through targeted outreach and strategic relationships. If you had Alaska on your #communitysolar Bingo card, you're a winner! That's right. The coldest and darkest state in the nation is the latest to adopt a community solar program, allowing renters and low income Alaskans to virtually benefit from solar power. However, the program still needs to be designed, so it remains to be seen whether Alaska regulators will follow California's misguided model or New York or Maine's very successful programs. "Senate Bill 152 aims to establish a framework for Alaskan community energy facilities and specifically targets electric utilities under the jurisdiction of the RCA, which oversees rates in the state. SB 152 tasks the commission with writing regulations for community solar projects within a year. It outlines how community solar regulations would pertain to Alaskan utilities, exempting small independent electric systems and specific portions of distribution systems if they’re deemed necessary for overall system stability." https://lnkd.in/gdPCH3Tx

For our Equitable Community Solar Primer, IEJ developed a framework for defining equitable community solar based on three fundamental criteria: 1. Allocating energy and solar benefits from one system to multiple customers: This ensures that the advantages of solar energy are not confined to a single entity but are distributed broadly, especially among those who need it most. 2. Intentionally focusing on benefitting marginalized communities: This involves directing resources and benefits to those historically overlooked or disproportionately impacted by energy policies. 3. Prioritizing local community governance and ownership: This empowers communities to have a say in the projects that affect them and fosters a sense of ownership and investment in renewable energy initiatives. In Minnesota, the Clean Energy Resource Teams showcased a transformative approach to solar energy by guiding tours of community solar farms.🌄 This initiative seeks to make solar power accessible to all, broadening its economic and environmental advantages to those in the low- and middle-income categories. The journey of community solar in the U.S. traces back to 2006 in Ellensburg, Washington. The early projects were more focused on contributing to environmental sustainability than on providing financial benefits. Yet, as solar technology became more affordable and with backing from the U.S. Department of Energy (DOE), the scope of community solar has broadened significantly. Today, it goes beyond just generating energy – it's about supporting fairness, strengthening communities, and caring for the environment.🌳 The Green Energy Justice Cooperative's recent contract to develop 9 megawatts of solar power in Illinois exemplifies this shift. This project, supported by nonprofits and clean energy co-ops, will provide lower electricity rates to underserved communities. Businesses are also stepping up, with companies like Tapestry partnering with a solar developer to launch six solar projects in Illinois. Not only does this lower electricity bills for people in the area, but it also serves as an example of how businesses can help communities grow and become more sustainable by getting involved in renewable energy projects.
