U.S. power companies raced to get in on the offshore wind boom a few years ago. Now some are rushing to get out. Already, utilities have unloaded pieces of a planned New Jersey wind farm and a yet-to-be-built seabed off Massachusetts. Now, “for sale” signs sit on stakes in four developments aimed at electrifying hundreds of thousands of homes in New York, Connecticut, Rhode Island and Virginia. The pullback is adding to the turmoil in a new industry at the center of the U.S.’s renewable-energy ambitions. Developers behind projects totaling 8.5 gigawatts of electricity—more than a quarter of President Biden’s 2030 goal—canceled or are expected to cancel state-approved power contracts to propose deals with new terms, according to Intelatus Global Partners. The Biden administration has approved for construction 10GW of offshore wind projects since it came to power in January 2021. This includes the 1.9GW New England Wind complex by Avangrid approved by the US Department of the Interior today, which is made up of the pair formerly known as Commonwealth Wind and Park City Wind. Of course, approvals don't necessarily lead to steel in the water, but we can hope that the tide is turning after a tough 2023, with the final investment decision on Ørsted's Sunrise Wind and four bids in the 6.8GW tri-state offshore wind tender last week. We know this is going to be a crucial year politically in the US, and that must lend more urgency to efforts to ramp up the country's offshore wind sector now. None of us yet knows what 2025 will hold. #offshorewind

Read the article at the San Luis Obispo Tribune, “SLO County ordered another study of potential offshore wind port sites. Where could it be?,” by Chloe Shrager—September 12, 2024. “Two separate studies have now been ordered to determine the potential for building an offshore wind port on the Central Coast, with the second and most recent one coming from San Luis Obispo County. On Tuesday, the SLO County Board of Supervisors approved $1 million in grant funds for the Mott MacDonald consulting group to prepare a study considering three different locations for an offshore wind operations and maintenance port: Port San Luis, the Cal Poly Pier and Morro Bay. The terminal would serve as a support hub for the offshore wind turbines in the Morro Bay Wind Energy Area and serve as a place for maintenance and service operation vessels to restock supplies and change crew members between two-week trips, said County Planning and Building Department Division manager Susan Strachan... It would also include warehouses, offices and storage yards, but these structures do not need to be located directly next to the coast, she said. A good read from my colleague Sam Salustro on the coast to coast impact #offshorewind is responsible for at this very moment. The U.S. market has made great strides in supply chain, infrastructure, and permitting, while states are driving the market, demanding more power generation. The real groundwork being laid is staggering, and Oceantic Network is tracking all of it. Thousands of well-paying American jobs, $2 billion (yes, billion) of new investments in the first six months of this year alone, and four commercial-scale projects under construction, with more approved and under review in the pipeline.
