The concept of victimhood, a psychological state resulting from adversity or injustice, is increasingly a currency in social and political realms, particularly in environments like the Northern Territory of Australia. This mentality stifles personal growth and societal progress, prioritising grievance over agency. Stakeholders profiting from pain, such as political gain, financial incentives, or social capital, exacerbate this issue by contributing to a lack of transparency. In the Northern Territory, policies and programs designed to address indigenous disadvantage often fall short due to the entanglement of interests that prioritise narratives of victimhood over effective solutions. This exploitation diverts resources and attention from those most in need, deepening divisions within communities. To counteract these trends, a culture that values transparency, personal responsibility, and resilience is crucial. Transparency plays a pivotal role in this process, building trust in the community, holding stakeholders accountable, and ensuring effective and fair assistance. Community-led initiatives in the Northern Territory have made significant strides in addressing disadvantage and disempowerment, often stemming from approaches that emphasise empowerment and cultural sensitivity. Take pressure off of kids who are pressured by coercive control in the family and see them strive At a point where no one knows how to finance health care any longer, domestic violence rates have skyrocketed and the children‘s mental health crisis persists, we need science and law to come to alignment. Family Court Systems should have every interest in Resilience Research and be pro-active in courtroom research participation for longitudinal studies on the effects of BCEs on ACEs.

The Texas Health and Human Services Office of Forensic Coordination partnered with the Texas Institute for Excellence in Mental Health to publish a new resource for juvenile justice and behavioral health stakeholders to help develop strategies for youth involved with or at risk of involvement with the juvenile justice system. This case highlights how dysfunctional our freedom of information (FOI) system is in Victoria, and that should concern all of us. A well-functioning FOI system is an essential component of a democratic society. It promotes government accountability by enhancing the transparency of policy-making, administrative decision-making and service delivery. As a public servant for much of my career, I was professionally raised in a culture that recognised government information as a public resource, managed for public purposes. It was a matter of principle and of law that access to government information should be prompt and provided at the lowest reasonable cost, unless there was an overriding reason set out in law not to disclose it. Instead, in this case, we have: - A citizen who asked a public agency for information, which the public agency declined. - The citizen then asked the Office of the Victorian Information Commissioner (OVIC) to review the agency’s decision. The OVIC decided that the information should be released. - The public agency sought a review of the OVIC’s decision by the Victorian Civil and Administrative Tribunal (VCAT). It's been over a year since the OVIC decision and the matter hasn't been listed for hearing yet. This may feel normal in legal circles. It should not be. With great sympathy for VCAT’s resource constraints, when looked at as a whole, this is a system that, in practice, enables government to administratively, financially, and emotionally fatigue ordinary citizens—and for media requests to hold things beyond the point of public interest and relevance. This is not a functioning FOI system, it does not support human rights, and it is not public value.

🌞 📕 Your Friday Read - An Urgent VCAT Hearing Request 📕🌞 Victorians are still at court with the Mental Health and Wellbeing Commission, seeking to ensure it follows an order to release how it makes decisions on human rights issues. Until recently, I had been self-represented in this issue, but I'm grateful that better legal minds than mine have stepped up to help pro-bono. This includes Joshua Taylor, who has worked with another legal expert to draft these submissions. In it, we explain why this hearing is urgent and VCAT should prioritise a decision as soon as possible to help us drive reform in Victoria's mental health system. This work is built on two commitments: transparency over government agencies and transformation of Victoria's mental health system.
