The newly-signed agreement ensures a minimum total emolument of N270,000 for employees in shipping companies, with a benchmark payment of N200,000. This landmark deal, signed after over 25 years of negotiations, marks the end of anti-labor practices and sets a new standard for fair wages and working conditions. The agreement, presided over by the Minister of Marine and Blue Economy, Mr. Adegboyega Oyetola, reflects a commitment to respect, dignity, and the growth of the blue economy. Mrs. Boma Alabi SAN, President of SACFEA, praised the collaboration that led to this agreement, calling it a "social partnership for progress" in the maritime sector. As par authority, the migration process began on 1 March with costs ranging between Tk44,000 and Tk56,000 and workers receive a minimum wage of 600 Brunei dollars (equivalent to Tk50,000). Now, the burning question is regarding the transaction issues of the Bangladeshi agency. Does it truly cost 44k to 55k, or is it 3 to 4 lakhs? Did you hear about the groundbreaking Collective Bargaining Agreement launched by the National Joint Industrial Council at the Maritime Stakeholders Group meeting with the Director-General of the Nigerian Maritime Administration and Safety Agency, Dr. Dayo Mobereola, on 9 May 2023? The National Joint Industrial Council announced the Collective Bargaining Agreement (CBA), which was reached collaboratively by key stakeholders, including the SHIPOWNERS ASSOCIATION OF NIGERIA (SOAN), the Nigerian Merchant Navy Officers and Water Transport Senior Staff Association (NMNO/WTSSA), the Maritime Workers Union of Nigeria (MWUN), and the Nigerian Trawlers Operators Association, (NTOA). This agreement signifies a unified effort towards establishing minimum standards and conditions of service for Nigerian seafarers in the coastal, fishing, and offshore sectors. By embodying the spirit of the International Labour Organization’s Maritime Labour Convention (MLC) 2006, the CBA ensures that Nigerian seafarers are entitled to fair wages, decent working hours, adequate rest periods, access to medical care, and overall improved working conditions. The National Executive Council (NEC) of the Nigeria Labour Congress @NLCHeadquarters held an emergency meeting today to address the federal government’s proposed new National Minimum Wage, discussed at a meeting with President Bola Ahmed Tinubu on July 18, 2024. During the session, the NEC commended the NLC leadership for their effective handling of the wage negotiations. They accepted the President’s offer of ₦70,000 as the new minimum wage, with a review scheduled every three years. The NEC also demanded strict adherence to the new wage regulations once they are enacted. The NEC acknowledged that while the agreed amount was below their initial demands, the decision was made to prevent further increases in petrol prices and mitigate additional hardship for Nigerians. The Centre in collaboration with the International Labour Organisation (ILO) held a special edition of the CEOs Breakfast Meeting, focused on responsible business practices within the context of the MNE Declaration. The event converged key stakeholders within Ghana’s workforce ecosystem including; Multinational companies, labour unions, public and private sector players, to discuss ways to ramp up companies’ compliance with local/international labour laws. The Country Director for the ILO office for Nigeria, Ghana and Sierra Leone, Dr Vanessa Phala-Moyo, touched on the MNE declaration, asserting that the fair labour principles are directed to national and multinational enterprises as well as government. She noted that the ILO has set up a Help Desk to assist companies in complying with the fair labour agenda. The Centre’s Director for Investor Services, Edward Ashong-Lartey, noted that MNE principles “are not only aligned with Ghana’s labour laws but also reflect our broader aspirations for creating a more inclusive and just society”. He argued that businesses that invest in wellbeing of workers experience higher productivity. This promotes innovation and loyalty that contributes to long term success. Amendments of 2022 to MLC, 2006 (entry into force 23-Dec-2024) During the 110th session of the International Labour Conference, held from 27 May to 11 June 2022, the plenary session approved additional amendments to the Maritime Labour Convention, 2006 (MLC 2006). These should enter into force by December 23, 2024. The Maritime Labour Convention is an international treaty protecting seafarers' rights and has been ratified by more than 100 countries which represent over 90% of the world's fleet. MLC Amendments Based on Lessons Learned During COVID-19. The new amendments are based on lessons learned during the COVID-19 pandemic when many seafarers witnessed prolonged periods of isolation against the backdrop of a crew change crisis. The amendments aim to ensure that: -Free drinking water of good quality is available for seafarers. -Seafarers have appropriately sized personal protective equipment, in particular to suit the increasing number of female seafarers. -States shall further facilitate the prompt repatriation of abandoned seafarers. -States shall provide medical care to seafarers in need of immediate assistance and, when required, facilitate the speedy repatriation of the deceased. -Shipowners provide seafarers with appropriate social connectivity, and States provide internet access in their ports. -All deaths of seafarers are recorded and reported annually to the ILO and the relevant data is published. -Seafarers are informed of their rights regarding the obligation of recruitment and placement services to compensate seafarers for any monetary loss. Flag states are required to implement the adopted amendments. Therefore, vessel operators should check with their respective flag state(s) to update existing safety management and MLC procedures.
