On December 18, 2023, the Malta Financial Services Authority (MFSA) introduced a framework for Notified Professional Investor Funds (NPIFs). Unlike other funds requiring authorization, NPIFs operate under a notification procedure with the MFSA. Currently, the NPIF framework does not permit self-managed NPIFs and requires the appointment of a third-party manager. Through this consultation, the MFSA seeks stakeholders’ opinions on expanding the framework to include Self-Managed NPIFs and on the general characteristics such a framework might have. Any comments and feedback in relation to these proposals are to reach the MFSA by not later than 12 July 2024. On 3 September, ALFI responded to the EBA/ESMA discussion paper on the potential review of the investment firms’ prudential framework. The Financial Services Regulatory Authority (FSRA) of the ADGM and the Bermuda Monetary Authority (BMA) have announced the signing of a joint Digital Assets Memorandum of Understanding. The announcement explains that the MOU, which was entered into earlier this year with immediate effect, creates a framework enabling the collaboration between the FSRA and the BMA to support the establishment of digital assets entities across their jurisdictions and ensure their effective supervision.
