📢 CLDP is excited to announce that its new guide, Methane Abatement for Oil and Gas: Handbook for Policymakers is now available in five new languages: Arabic, Malay, Bahasa Indonesia, French, and Portuguese (Portugal). This handbook was created with support from U.S. Department of State - Bureau of Energy Resources, in support of the Global Methane Pledge and Clean EDGE Asia Initiative. 📚 A multi-stakeholder effort with co-authors representing government, NGOs, industry, and multilaterals, CLDP developed this handbook to act as a starting point for understanding rules, policies, and best practices that countries can adopt to effectively abate methane when producing oil and gas and to empower leaders to adopt and enforce legal instruments that will reduce methane emissions. 🌐 Proposed EU Regs Could Block Russian Access to European Gas Infrastructure 🌍 For those interested, I have prepared a short note discussing the proposed EU regulations. After summarizing the proposed changes, I consider the impacts these could have on market players and steps potentially impacted companies can take to minimize risk (bearing in mind, of course, that individual companies’ situations and contracts will differ). 🔍 Overview of Proposed Change: - The EU proposes empowering Member States to restrict Russian and Belarussian access to European natural gas infrastructure (pipeline and LNG). - It would be left to Member States’ discretion whether to implement the proposed regulations. ❗Potential Impacts: - 📉 Supply Shortages: Possibility of disruptions leading to supply shortages and issues for downstream contracts. - 🌐 Scramble for Supplies: Potential rush for new supply contracts amidst uncertainties. - 💹 Price Dynamics: Likelihood of increased market volatility and new round of gas price reviews. - ⚖️ Disputes: Russian sellers unlikely to accept changes quietly; may even resort to claims in Russian courts regardless of dispute resolution clauses in relevant contracts. 💡 Recommendations for Preparedness: - 🔄 Diversify Supplies: Explore alternatives to counter potential Russian supply disruptions. - 🌐 Stay Informed: Gather intelligence on Member States' positions and market implications to stay ahead of developments. - 📜 Contract Analysis: Scrutinize relevant contract provisions – in particular, force majeure, hardship and termination clauses. - ⚖️ Legal Preparedness: Anticipate potential disputes; strategize for legal challenges. The situation is dynamic, and I will provide timely updates as more information becomes available. In the meantime, I would be happy to discuss these issues with you in greater depth, and with more focus on the specific circumstances you may be facing. 🔗 The full note is available at NOMIKI BIBLIOTHIKI DAILY and can be accessed here: https://lnkd.in/efuv5ZuS #EnergyLaw #EURegulations #OilAndGas #LegalInsights #LNG #NaturalGas #GasPriceReviews

Höegh LNG becomes a member of the H2Global Foundation The company specializes in infrastructure for #LNG imports and says it aims to become an industry leader in infrastructure solutions for the import of hydrogen in the form of ammonia. Höegh LNG currently operates 3 floating storage and regasification units (FSRU) for LNG in Germany: the Höegh Esperanza in Wilhelmshaven, the Höegh Gannet in Brunsbüttel and the Neptune in Lubmin. The company plans to introduce hybrid FSRUs. Existing terminals will be upgraded so that both #LNG and #ammonia can be imported and sent out in parallel as natural gas and hydrogen at base load. In addition to the existing natural gas pipelines, the planned hydrogen networks could also be used in the future to make a contribution to security of supply and the ramp-up of the hydrogen economy.

Rejection of Russian gas requires creation of policy framework — OMV Austria should find a way to get out of the deals brokered by its oil and gas holding OMV on the supply of Russian gas, Minister for Climate Action, Environment, Energy, Mobility, Innovation and Technology Leonore Gewessler said earlier today OMV is ready if necessary to supply 100% of non-Russian gas to its customers if necessary but the rejection of Russian gas deliveries requires creation of a relevant regulatory framework, the press service of the Austrian oil and gas holding told TASS. "Russian natural gas is not subject to sanctions in Europe and is imported from several countries - via pipelines or LNG terminals. If the legislator wants to phase out Russian gas, the respective policy framework would first have to be created," the company noted. "OMV complies with sanctions and the law at all times and has already consistently diversified its sources of natural gas for all of its contract customers. If necessary, OMV can supply its customers in Austria with 100 per cent of non-Russian gas," the Austrian company added. Austria should find a way to get out of the deals brokered by its oil and gas holding OMV on the supply of Russian gas, Minister for Climate Action, Environment, Energy, Mobility, Innovation and Technology Leonore Gewessler said earlier today. The agreement on renewal of the contract for Russian gas supplies to Austria until 2040 was signed by and between Gazprom Export and OMV Gas Marketing & Trading GmbH in June 2018. #business #finance #financialservices

Potential delay to regulatory approvals for #NOVATEK's proposed #MurmanskLNG Project. "Project intended to replace lost Russian gas pipeline supplies to Europe has 2028-2030 on-stream target." "A new Russian liquefied natural gas export project aimed at securing vital energy revenues for the government has hit a major stumbling block, with authorities delaying its first tranche of approvals. Russia’s government was quick to back the 20.4 million tonnes per annum #MurmanskLNG project soon after it was first proposed in May 2023 by #Novatek, the country’s largest independent gas producer." "Authorities in Murmansk’s Kola district and the #Lenmorniiproyekt design institute in St Petersburg published notices on 29 July of public hearings for the #MurmanskLNG environmental impact assessment study, which was due for public release 3 August. But earlier this week, the notices were removed from the Kola district authority and #Lenmorniiproyekt websites, with no explanation or indication of a new time frame." https://lnkd.in/gZraj2G8
