Time for Part 4 of the IKM Consulting Ltd mini-series, “De-risking development”. In Part 3 Gillian Gow talked about development support and design, and in this final post I will consider getting the necessary approvals and providing construction support.
Assessing the approvals or licences required for your project as early as possible can result in you removing a considerable level of risk further down the line. In the very first post of this mini-series, Neil Chalmers highlighted the benefits of consulting with stakeholders and regulators at the feasibility stage. If this engagement is undertaken effectively, concerns raised during the feasibility stage can be accounted for within the design. It makes everyone’s life easier if you manage to achieve the buy-in of stakeholders and the ‘support’ of the regulators prior to submitting licence or permit applications.
Prior to the start of construction, it is important that the environmental risks, appropriate mitigation, best practices, and relevant legislation are outlined to those undertaking the works. The best way to do this can be within your supporting environmental management plans (example of these can include CEMP’s, Surface Water Management Plans, Detailed Constructive Method Statement and Pollution Prevention Plan). If your development requires planning permission, the production and approval of environmental management plans can often be conditioned within the planning permission. Therefore, understanding if this is likely to be a requirement and getting ahead of the game will always work in your favour.
Lastly, I would like to highlight the importance of using a qualified Environmental Clerk of Works (EnCoW) or Ecological Clerk of Works (ECoW) to manage the risk associated with your project during the construction phase. The job of a good EnCoW/ECoW is to protect the environment, habitat, and species which could be affected by the construction works. The other side of an EnCoW/ECoW role is to protect their client, by ensuring that you stay compliant with the relevant environmental/ecological legislation and keeping you on the right side of the law.
