The GOI – Company Rigistration Office announced an Administrative Directive in accordance with Cabinet Decision No. (23611) for the Year 2023.  This directive offers struggling companies registered with the Federal Companies Registration Department an exemption from fines incurred in previous periods. The decision is effective for a maximum period of 6 months, starting from its issuance on 26/10/2023, until 26/4/2024. ArriveCAN's auditor general's report shows what happens when procedures and ethics are set aside. Government tenders have 5 stages but will focus on the first stage: First Stage: Pre-Contractual Stage Procurement discusses the contents of the requisition from the user department. In this case users were the Canada Border Services Agency (CBSA) and the Public Health Agency This is done to get the scope of work and develop the actual bid documents. At this stage procurement team also establishes evaluation criteria for each bid and methodology to be used in awarding the contract. What Went Wrong The auditor's report mentioned that one of ArriveCAN's main contractors (bidders) was involved in developing evaluation criteria. This is like going to court with one of the jury members in your pocket. Auditor's Proposal (Recommendations) The auditor recommends that CBSA should put in place measures that prevent potential bibbers from participating in the Pre-Contractual Phase.
