My proposal—a new standalone non-Goldwater–Nichols military service that can man, train, equip, AND operate. The structural separation between the Services and Combatant Commands is the root cause of the cultural, retention, readiness, and $ challenges in the cyber domain. Every Service has one thing they care about most...and it's not cyber. US Army = 🪖 US Navy = 🚢🌊 United States Air Force = 😎✈ United States Space Force = 🚀 United States Marine Corps = 💪 ? = 🫡⚡💻 Congress can pass another 100 NDAA COF provisions, but until there's one cyber-hat to rule them all, cyber service members will be stuck between two parents and jump ship.
