Tech Understanding:
In Auction 108, the term "7K country based licences" likely refers to the acquisition of over 7,000 licenses by a bidder, in this case, T-Mobile, as part of the Federal Communications Commission's (FCC) auction for spectrum in the 2.5 GHz band.
These licenses are county-based, meaning each license corresponds to a specific geographic area at the county level in the United States.
T-Mobile announced that they invested $304 million in Auction 108, securing more than 7,000 county-based licenses that cover areas with a total population of 81 million, primarily in rural areas.
This spectrum acquisition is part of T-Mobile's strategy to expand and enhance its 5G network coverage across the country, particularly in underserved rural communities.
Auction 108 itself offered approximately 8,000 new flexible-use geographic overlay licenses for spectrum in the 2.5 GHz band.
These licenses were divided into up to three blocks of spectrum, each licensed on a county basis, covering a total of 117.5 megahertz of spectrum.
The spectrum acquired in this auction is intended for flexible use, including 5G wireless services.
The auction featured a total of 73 rounds with 82 qualified bidders, out of which 63 were winning bidders.
The total gross bids amounted to approximately $427.8 million.
The licenses won in this auction are part of the FCC's efforts to make more spectrum available for wireless broadband services, especially in rural areas where such services are much needed.
Now, what's 2.5GHz frequency band according to 3GPP:
The 2.5 GHz band for 5G falls under the n41 band (2496–2690 MHz) in the Frequency Range 1 (FR1) spectrum.
This band is used for Time Division Duplex (TDD) operations, supporting various channel bandwidths, including 5, 10, 15, 20, 25, 30, 35, 40, 45, 50, 60, 70, 80, 90, and 100 MHz (https://lnkd.in/gyHD2bya).
Total bandwidth of ~117MHz is auction in this FCC 108 round.

It was an honor to speak with our industry’s leaders at this week's USTelecom | The Broadband Association Leadership Summit, where I laid out our views at AT&T on the critical policy issues facing our nation and our industry.
For decades, the U.S. has had a deliberate, investment-driven policy that has allowed this country to lead the world in telecommunications. Our nation’s leadership was built on allocating capital effectively to drive innovation in the private sector, and policies that support efficient government partnerships.
The future depends on a forward-looking agenda that follows the same approach to support the next generation of affordable, accessible, high-performance networks. Three areas are critical to get right:
1. Access: Sound implementation of the historic opportunity to expand broadband and close the digital divide.
2. Affordability: Re-architecting sustainable and streamlined subsidies for low-income households to insure universal access and affordability.
3. Airwaves: Establishing a pipeline of licensed mid-band spectrum to sustain US competitiveness.
The bottom line: To truly connect all Americans – and to stay competitive globally – private investment must be married with good public policy. The right solutions around Access, Affordability and Airwaves will have immense and lasting benefits for the U.S.

We are at a critical time in broadband policy that demands clear guidelines as well as rational, real-world imputs into both policy creation and industry implementation.
We cannot continue to be bogged down by decades old arguments and must refocus efforts to ensure access and adoption decisions take actual market conditions into account so we can keep up with increased market demands for data.
