Fascinating article and useful for TVET international consultants. When governments of specific countries design education and training policies, instruments or approaches to be used in their respective countries, they often employ models that have evolved elsewhere. They often look to development cooperation for assistance. This article is about 'policy diffusion' and the problem of assuming that global best practices/frameworks are suitable for donor countries - in the context of RPL. Country context is paramount. One must consider all economic and social structures including the formality of the economy, maturity of education and training sectors and national ideologies. But most of all, the WHY? National social justice redress? equitable education/training access? migration? regional labour mobility? skills mismatch? VET participation? labour market participation? career mobility? decent work? I especially found the perspective that world polity theorists who follow a neo-institutionalist research paradigm may leave nation-states with little scope for autonomous educational planning, and idiosyncratic features of national education and training systems are delegitimised, insightful and confirming. International organisations (institutions) frequently apply their ideologies, frameworks and assumed best practices/approaches and this is not always suitable or empowering. Country context is everything. As an independent international consultant, I take a humanistic research paradigm and to a large extent, do not need to 'toe the party/company line'. Sometimes I feel taking a humanistic research paradigm is considered naive by others but this article confirms in my mind, that how an individual experiences RPL, located within their social world is an appropriate starting place for national and institutional RPL policy, program design and research. If there is no benefit for individuals as the smallest component of the community, then why? I'm encouraged to soldier on with my PhD :) This article points out the insufficient global empirical evidence supporting the importance of RPL for LMICs economic and social development but sheds light on the challenges of developing and implementing RPL in LMICs using case studies of South Africa, Bangladesh and India. Good news. I do not know the situation in Belgian but in new Grant Agreement beetwen Emcdda and Reitox focal Point EUPC is mentioned as one of the task for Focal Points (not obligatory). Based on this Focal Points may use this money for implementing EUPC. Some of the FPs has been done e.g Austrian, Chroation, Greek and Polish but not from Emcdda money (Grant Agreement). New regulantion can help to promote EUPC and indicate that our role (FP) can be not only monitoring.
Look at that, the EUPC courses where #hogent worked on in European collaboration is mentioned as one of the focal points for the Belgian soon to be elected governments. #vad, #cgg and hogent have a pool of trainers ready to go! 🚀 New Era for FE and Skills Inspections! 🚀 Following the significant announcement yesterday, Ofsted has committed to a major overhaul of its inspection framework, specifically tailored to the diverse landscape of Further Education (FE) and skills providers. 📚 The watchdog has pledged to move away from a “one-size-fits-all” approach and introduce customised report cards that reflect the unique contexts of various FE provisions, from classroom-based teaching to vocational and technical training. 📢 Exciting News Alert! 📢 The NSW VET Review Interim report was released today. This report is the first part of the NSW VET Review, and has a specific focus on putting TAFE NSW at the heart of the NSW VET system. It also delves into some of the governance structures of the VET system and makes some recommendations to strengthen them. When I started with TAFE NSW, I hit the ground running leading our contribution and engagement on this project. It's been amazing to understand every aspect of the organisation, advocate for change for good, hear from students, community and industry about their engagement with TAFE NSW and the VET sector, support the VET Review Panel on their advisory group, and importantly work closely and harmoniously with our colleagues at DoE NSW to think pragmatically about the future of sector. The review isn't over, there is still the final report due mid-year, with lots more important topics to cover. However this strong start with big themes on TAFE give us lots to consider and comprehensive feedback and direction. The seven recommendations encompass: 1. A Charter for TAFE NSW to publicly define its role and purpose 2. An industry and community aligned operating model for TAFE NSW 3. Supporting TAFE NSW to pilot self-accreditation 4. Reviewing the funding structure of TAFE NSW 5. Reviewing the governance of the VET Sector, including the NSW Skills Board, TAFE Commission Board and ITABs 6. Prioritising workforce permanency in the VET sector 7. Undertaking an asset audit of NSW Government owned VET assets A great piece of work, I encourage those in the VET sector to take time and digest the contents.
The NSW VET Review Interim Report was released today. The report meets a key milestone in the NSW Government commitment to review the vocational education and training (VET) sector, including how to rebuild TAFE NSW to be the best it can be, address skills shortages, and improve outcomes for students and industry. Big day in the skills and training portfolio. I’m introducing a Bill to strengthen quality and integrity in the vocational education and training sector. Australia is renowned for delivering world class education and training. But dodgy providers are happy to tarnish that reputation for financial gain. We’ve already put them on notice- Now, we’re putting them out of business.
