The EU27 is actively working to reduce CO₂ emissions, aiming for a 55% reduction by 2030 compared to 1990 levels. This is part of the broader 'Fit for 55' initiative, which seeks to decrease greenhouse gas emissions significantly to combat climate change and promote sustainability within the bloc.

I would like to respond to Hon. Simon Watts's statement yesterday that [the weakening of] "Clean car standards ... have quite an insignificant impact in regards to overall emissions targets". Increasing the 2025 standard for cars from 112.6 to 141 gCO2/km will increase emissions by about 86,000 tonnes of CO2 in the first year alone. Increasing the standard for light commercials from 155 to 210 gCO2/km will add 37,000 tonnes of CO2. The total over the lifetime of the vehicles is 2.5 million tonnes of CO2. That's just for 2025, the impact in 2026 is larger. A Climate Impact of Policy Assessment (CIPA) should certainly have been performed for this change – it's required when the impact is more than 0.5 Mt over 10 years. In addition, there will be a further effect, hard to estimate, due to delaying the electrification of the fleet. The Climate Change Commission's advice is that "Transitioning to zero emissions battery electric vehicles is needed quickly." (Their demonstration path has EV market share reaching 67% by 2030.) The right denominator here is not total emissions, but the annual change in net emissions of long-lived gases. As we move into the second carbon budget period, this must be –2 MtCO2e. The Clean Car changes will add 0.12 Mt or 6% of the total required. A deleterious impact of 6% of the total effort required, coming from the light vehicle sector which is itself only one-fifth of long-lived emissions, is significant.

I've often heard skepticism around the true environmental impact of electric vehicles, but recent data paints a clearer picture. Analysis considering regional production and usage reveals that even in countries where fossil fuels dominate electricity generation, EVs still surpass traditional internal combustion engines (ICE) in reducing emissions over the course of 250,000 kilometers. Despite testing conformity procedures enacted in 2017, the past 5 years have shown an 80% growth in the gap between official and real-world CO2 emission values for new cars in Europe. In a recent report, The International Council on Clean Transportation proposed new recommendations geared toward attaining results that are more representative of real-world values while still helping to mitigate the excess emission of CO2.
