Yesterday, the City Council approved the second of the three "Yesses" to support local businesses and ensure that local retail streets and commercial centers remain active parts of their neighborhoods. Here are the four key goals of this proposal: 𝐆𝐨𝐚𝐥 𝟏: 𝐌𝐚𝐤𝐞 𝐢𝐭 𝐄𝐚𝐬𝐢𝐞𝐫 𝐟𝐨𝐫 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬𝐞𝐬 𝐭𝐨 𝐅𝐢𝐧𝐝 𝐒𝐩𝐚𝐜𝐞 𝐚𝐧𝐝 𝐆𝐫𝐨𝐰 Business owners will have more certainty about where they can locate and what they can do in their spaces. Key changes include: ▪️Simplifying rules for business types allowed on commercial streets ▪️ Enabling commercial activity on the upper floors ▪️ Simplifying business classification in zoning 𝐆𝐨𝐚𝐥 𝟐: 𝐁𝐨𝐨𝐬𝐭 𝐆𝐫𝐨𝐰𝐢𝐧𝐠 𝐈𝐧𝐝𝐮𝐬𝐭𝐫𝐢𝐞𝐬 Reducing obstacles for emerging business types and updating rules for home-based businesses to enable entrepreneurship. 𝐆𝐨𝐚𝐥 𝟑: 𝐂𝐫𝐞𝐚𝐭𝐞 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬-𝐅𝐫𝐢𝐞𝐧𝐝𝐥𝐲 𝐒𝐭𝐫𝐞𝐞𝐭𝐬𝐜𝐚𝐩𝐞𝐬 𝐚𝐧𝐝 𝐒𝐭𝐨𝐫𝐞𝐟𝐫𝐨𝐧𝐭𝐬 Ensuring businesses contribute to active, safe, and walkable streetscapes (no more massive windowless walls!). I recently attended the SMPS Pittsburgh: MULTI-FAMILY HOUSING & DEVELOPERS Forum Pittsburgh's multi-family housing and development is facing both challenges and opportunities: Office Conversions: The cost of converting offices to residential spaces is high and ROI is under scrutiny due to low rents versus the expected returns. Investment and Incentives: Ohio's more attractive government incentives are drawing investors away from Pennsylvania. The difference in tax abatement periods (PA's 10 years vs. Ohio's 15+ years) plays a significant role. Development Barriers: Zoning, permitting, and approval processes in Pennsylvania are major obstacles, stalling projects and increasing costs. There's a call to remove these barriers to spur development. Affordable Housing: There's a consensus on the need for more federal funding and strategies to reduce the high costs of building affordable to foster communities where people can live, work, and play. Market Dynamics: Despite the lower commercial real estate values compared to other parts of the country, property tax increases are inevitable. Pittsburgh is losing in the job market in comparison to other states like Ohio, impacting economic growth and population retention. Geographic Focus: Cranberry, North Hills, and near the airport are prime locations for multifamily developments. The hilly terrain of Pittsburgh poses unique developmental challenges for multi-family development. Housing Preferences: Culturally, there's a shift towards renting vs owning. Renters main considerations are amenities like fitness centers, co-working spaces, and pet-friendly environments. The development of townhouse communities isn't keeping up with the market demand. RealPage reported that Philadelphia introduced a record 9,197 new apartment units in 2023, with Center City accounting for 2,488 of these units. The pace of development is expected to surge in 2024, with 13,400 units set to be completed, 41% of which will be in Center City. This will increase Center City's inventory by nearly 12% and represents the highest new supply volume among major urban submarkets. Despite the high supply and a declining occupancy rate of 93.6% in Center City, rents increased slightly by 0.7% year-over-year.
