MMC - what’s gone wrong? The stark question posed by the House of Lords Built Environment Committee at an inquiry launched and concluded last year. Their findings were published today alongside a “challenging” letter to the Secretary of State, Michael Gove. The inquiry considered the well publicised collapse of a number of Category 1 MMC companies during 2022/23, citing the failure to build sustainable order books, regulatory and other hurdles and the need for venture capital to become “patient capital” and stay in the sector long enough to make serious (or any) returns. The committee’s chair, Lord Moylan, has asked for a Government response within 6 weeks. Mr Gove’s inbox is already rather full…. Much of the analysis and many of the conclusions echo Pinsent Masons analysis of the sector in 2021/22 where we explored similar themes with leading developers, funders, insurers and planners in the sector. The role of MMC in housing delivery, remains conceptually sound, but coherent and consistent policy in a number of areas is necessary and we shall be watching the Government’s response with interest. #MMC #housingdelivery #marketfailure

Plot twist I wanted to share some important updates regarding the recent changes to CMHC’s environmental point system for the MLI Select program. You can no longer achieve the 100 points needed for the 50-year AM and the 1.1 debt service ratio. This change has significantly impacted our secondary exit model. Having multiple exit strategies is crucial for us, and we were building to step code 4, which exceeds the required step code 3 here in BC. So, we faced a decision: should we continue with step code 4 or scale back? For us, the answer is unequivocally yes, we should continue with step code 4. Here’s why: 1. Cost Efficiency: It doesn’t cost much more because we design efficiently. 2. Core Mandate: It aligns with our commitment to providing attainable and eco-conscious housing. 3. Environmental Impact: It contributes to our goal of environmental sustainability. Despite the regulatory changes, sticking to our values remains a priority. Our commitment to higher building standards reflects our dedication to both the environment and our communities. My advice? Stick to your values.
