The Fair Chance Housing Act (Local Law 24) goes into effect January 1st of next year. The NYC Fiscal Tax Year (FY25) has just begun, and the NYC Department of Finance (DOF) has tentatively assessed the total market value of all New York City properties for FY25 at $1.491 trillion – a 0.7 percent increase from Fiscal Year 2024. Condos and Co-ops fall into the Class 2 tax bracket and saw a total market value increase of 5.3% with properties in Brooklyn actually increasing by 9.2%. Negotiating Access Agreements is a vital component of any new capital project a building undertakes. Although certain projects, which may be required by the city or in buildings deemed unsafe, may be eligible for court-mandated access under Section 881 of the Real Property and Procedures Law (RPAPL), it is always preferable to avoid litigation when negotiating with one’s neighbors. When beginning a new project, Andrews Organization Capital Projects Division works on obtaining access to an adjacent building as early as possible, since contacting the neighbors politely and expeditiously is an integral part of keeping a capital project on its timeline. In the present climate of NYC, negotiating skills are key in maintaining lasting relationships with our neighbors. Now more than ever, the Penthouse apartment owners play an integral part in the access agreement process.
