Nice article!! Governments of developing countries like to imitate whatever developed countries are doing in the name of progress, hence the emphasis on capital spending despite having much more labor. However, the quality of labor is also quite poor due to underinvestment in education. The government and private industry in developing countries cannot invest in education because they are investing in capital goods, hence the vicious cycle of overuse of capital investments, underuse of the abundant labor resources, and underinvestment in education. Investing in education -- including vocational training -- is an important way to break this cycle.
