Gen Fenton continues to be a measured and insightful message to our legislative and executive branch on the impact of SOF in highly contested environments. Each dollar spent with in the SOF space prepares, protects, and defeats our adversaries while creating stability and safety for our Allies, partners, and those being oppressed. Each dollar spent in SOF is also better spent then large weapon systems or capabilities that do not have actual scoped requirements or an end user in mind. I wonder if you can think of a couple of DoD systems, platforms, or programs that have never lived up to the hype, failed to deliver, were not needed, or not keeping up with innovation. What program would you cut or trim?

Spot on! And I would include cyber into this arguement. Advantage in crisis/conflict will be mostly derived from the conditions setting done prior during competition - SOF and Cyber are critical to deter escalation, but also to enable winning in conflict. But it takes investment and continued authority for persistent engagement.
