Narendra Modi took oath for a third consecutive term as Prime Minister, along with 72 ministers, at the Rashtrapati Bhavan. With this milestone, Narendra Modi (73) equalled the feat of Jawaharlal Nehru, who won three straight terms as India's first Prime Minister. While PM Modi has secured another five years in power, this is the first time he will be sharing power after the BJP lost its outright majority in the Lok Sabha after a fiercely fought election. While Modi is likely to win a third consecutive term, the BJP is targeting a two-thirds majority that could enable it to accelerate its Hindu-centric initiatives. n 19 April, the world’s most populous democracy begins voting in a general election that will most likely result in Narendra Modi’s return as prime minister for a third consecutive five-year term. The last prime minister to win a third term was Jawaharlal Nehru in 1962. A Modi victory would see the incumbent prime minister accelerate his plans to make India the third-largest economy in the world within the next five years and to expand India’s influence on the regional and global stage. However, to implement its Hindu-centric initiatives, the ruling Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) would need a two-thirds majority in the Lok Sabha (lower house of parliament). Prime Minister Narendra Modi addressed the last cabinet meeting of his current tenure, emphasizing that winning and losing are inherent aspects of politics. Despite BJP’s significant past victories—282 seats in 2014 and 303 in 2019—the party secured 240 seats in the 2024 elections, 32 seats short of the 272-majority mark. The BJP now relies on the 53 seats won by its National Democratic Alliance (NDA) allies to form the government. PM Modi expressed gratitude to his supporters and cabinet members for their hard work over the past decade, affirming the NDA’s commitment to continue its efforts. He acknowledged the electoral results as a testament to the world’s largest democracy and maintained a positive outlook on the numbers game in politics. Following the meeting, PM Modi proceeded to Rashtrapati Bhavan to submit his resignation, a formal step before taking the oath for his new term on Saturday. The President has accepted his resignation and requested him and the Council of Ministers to continue until the new government assumes office. The Congress, part of the opposition INDIA bloc, made notable gains, winning 99 seats compared to 52 in 2019, cutting into BJP’s share in Rajasthan and Haryana. Does India need Deputy Prime Ministers, constitutionally? 1 Person managing 134 people? According to Article 75 (1)(A) of the Constitution of India, the total number of ministers, including the Prime Minister, shall not exceed fifteen per cent. of the total number of members of the House of the People. The current capacity of the House of People is 543. So, the maximum number of ministers in the Union government is limited to 82. However, post the delimitation exercise, the capacity is likely to increase to 888. So, the maximum limit for ministers would shoot to 134. So, how effective will it be for one person, the Prime Minister, to manage 134 ministers? The post of Deputy Prime Minister(or Deputy Chief Minister) doesn't get a mention in the constitution. The occupant of the chair is a minister for legal reasons. So, I strongly feel that the post of Deputy Prime Minister is made a constitutional post, like many other countries. But again, how many? I suggest 5, one from each region of the country, North, South, East, West and North East. #NDA has crossed the halfway mark of 272, but #BJP on its own is far from a majority. Thus, it will, for the 1st time in a decade, be reliant on its allies, especially the TDP and the JD(U). Since the 2014 general election, NDA has been more symbol than substance, given the fact that the BJP under Prime Minister #NarendraModi enjoyed a comfortable single-party majority in both 2014 and 2019. In fact, until the formation of the #INDIA bloc last year, BJP lost many of its allies, including its oldest partners, the Shiromani Akali Dal (2020) and the undivided Shiv Sena (2019). On July 18, 2023, NDA held a meeting and announced that it contained 28 parties – the INDIA alliance at the time consisted of 18 parties. In the months that followed, it gained new members such as the Telegu Desam Party (TDP), the on-again-off-again ally, Nitish Kumar’s Janta Dal (United) and the TIPRA Motha, but lost some partners like the AIADMK.
