#BikeForEveryone 🚴♂️✨ Belgium is taking steps to make commuting by bike even more attractive! 🚀🇧🇪🌍 The draft bill, with docket # 55K3714, has been formally submitted to Parliament and is currently under discussion in the Finance and Budget Committee. If approved, it will be published in the Belgian Official Gazette before the year's end. Here are the key highlights: 1️⃣ Background: The Belgian government is committed to promoting sustainable mobility and enhancing the overall health and mobility of our society through increased bicycle usage. 2️⃣ Enhanced Bicycle Allowance: Starting in 2025, the kilometre allowance for bike commuting will rise to €0.35, making cycling an even more appealing choice. 3️⃣ Tax Benefits: Employees receiving bicycle allowances will enjoy tax exemptions, provided their professional expenses are determined on a flat-rate (lump-sum) basis. In other words, they do not deduct proven expenses. 4️⃣ Maximum Benefit: A yearly ceiling of €2,500 has been proposed for tax-exempt bicycle allowances, applicable to each taxpayer within a taxable period. This change may affect avid cyclists who commute over 15 km each way per day. However, given their dedication, it's unlikely that they will be discouraged by the ceiling and will continue their healthy habit. The proposed regulations in Michigan, introduced by House Democrats, aim to regulate short-term rentals and could significantly impact the state's tourism industry. These measures include a 6% tax on rentals of 15 days or more, increased safety requirements, and a $100 annual registration fee per listing. According to Erika A. Farley, the executive director of the Rental Property Owners Association of Kent County, there are concerns about the proposed tax. She stated, “We are looking for more parity along with the hotel industry, basically,” and emphasized that the tax could result in a higher tax burden for short-term rentals compared to traditional hotels, potentially ranging between 5% and 7%. Tax rules to be eased for commuters across Øresund The Swedish and Danish governments have agreed to ease tax rules for those living in either country and commuting over the Øresund for work, study or retirement, which is something among others Greater Copenhagen and Medicon Valley Alliance have argued for several years. This is of significant importance for the life science industry as numerous companies on both sides of Oresund have been struggling with the current rules for several years. Employees are in some instances been taxed twice, the current agreement also complicates working from home and it does not include employees in the public sector. These elements are now being addressed in the new agreement expected to enter into force in 2025. As highlighted in the “Greater Copenhagen Life Science analysis” published in 2022, more than 1,000+ life science border commuters work in the life science industry today with a potential for many more. The Travel Technology Association and Hawaii-based economic consultant Kloninger & Sims Consulting released a study on the economic and fiscal impacts of the short-term rental market in Maui County and across the state. According to the report, under the current proposal to phase out 7000 short-term rentals, Maui County could lose up to $91.8 million in annual tax revenue, and up to $280.9 million in total tax losses if all short-term rentals are discontinued.
