It seems perspectives about using CVA to achieve sectorial outcomes are changing. Indeed, only 17% of people surveyed for the State of the World’s Cash 2023 perceived ‘sector outcomes not being achieved' to be one of the biggest risks associated with CVA, compared to 33% in 2020. Why this improvement? Since 2020, there have been many sector-specific research initiatives, culminating in a growing evidence base for the use of CVA for sectoral outcomes. Perhaps this has diminished concerns related to CVA uptake. This is just one tiny snippet of the information and evidence compiled within chapter 8 ‘CVA design’, of the State of the World’s Cash. This chapter brings together perspectives and evidence on the development of multi-purpose cash, sector specific cash, complementary programming and cash plus, and rounds off with a discussion of financial inclusion. It highlights many important approaches to CVA design and indicates opportunities to be seized and tensions to be addressed. It finds that choice of aid modality is unduly influenced by habits, perceptions, inertia and donor preferences. Alongside this, it's emerging that technical processes can sometimes hinder rather than support people-centred CVA. It was a privilege to collaborate with the European Microfinance Platform (e-MFP) and the “Research to Practice Action Group” to develop this report, which interrogates the business case of Financial Health from the perspective of Financial Service Providers (FSP). While financial inclusion is soaring, albeit unevenly, attention must be paid to bridging the gap between access and genuine financial health. FSPs can go beyond transactions, embracing a customer-centric approach that elevates their clients’ financial confidence, resilience, and freedom, and reshapes the industry landscape.
