Harris County Commissioners Court approved two Interlocal Agreements this week between the County and Westchase District as part of the "Places 4 People" initiative through the Office of Commissioner Lesley Briones, Precinct 4. One agreement codifies the County’s $8.7 million investment in rebuilding Meadowglen Lane between Rogerdale Road and Woodland Park Drive. This 1.3 mile road will be completely rebuilt, similar to Walnut Bend Lane. The second agreement finalizes the feasibility study that the County will lead for a shared-use Promenade between Elmside and Briarpark Drives, just south of Westheimer. Westchase District and the County will split the $3.5 million total cost of this project. Speaking on the Places 4 People initiative at the Commissioners Court, Commissioner Briones exclaimed, "I am excited because in total, over the 32 projects, it's $88 million from Precinct 4 with $82 million in partnership dollars. Simple, straightforward changes every community should consider. Smaller ones could accomplish a lot by simply adopting duplex or triplex by-right. Small businesses will benefit from removing the red tape for small commercial buildings (right now most trigger a Board review at 5 parking spaces, basically 1,000 sf).

On Tuesday, Powell City Council approved a resolution that allows the City to move forward on phase 1 of the Village Green and Downtown Powell Master Plan project with Pizzuti Solutions. Located at 47 Hall Street, the 12-acre site just west of Olentangy and Liberty streets is home to Village Green Park and adjacent municipal facilities. The master plan proposal gives the City the opportunity to look into options for how the 12-acres can best serve residents while also serving as a nucleus to a revitalized Downtown Powell. "This is our green light to begin a conversation with the community about the most important exercise in Powell's history," said Powell City Manager Andy White ICMA-CM. The initial phase of the planning for revitalization of Downtown Powell includes working with Pizzuti Solutions to gather the appropriate information that will drive improvements to Downtown Powell while also engaging the various constituent groups that represent our community. Phase I will include: 🔸market analysis 🔸community surveys 🔸stakeholder engagement 🔸existing conditions analysis 🔸summary report Once complete, this 10-month-long phase will provide City Council and staff hard data and analytics that will aid in the decision-making process for public investment for traffic, infrastructure, facilities, and more. Following the provincial government’s recent legislation directing the City of Vancouver to create its first-ever city-wide Official Development Plan (ODP), a new path forward to meet the added requirements to the Vancouver Charter has been identified by City staff, reported Daily Hive. "In a new report to Vancouver City Council, City staff state they will move to prepare an initial city-wide ODP for adoption by June 2026. This will then lead to the second legislated deadline of requiring the municipal government to turn that ODP or another version into the permanent city-wide ODP by June 2030. The proposed inland levee alignment and shoreline transition zones preserve important opportunities for long-term resilience. We also applaud the DSPU’s innovative community benefits framework, which ties development entitlements directly to specific, community-identified priorities, increases financial transparency, and enables the City to comparatively evaluate proposed community benefits. The plan was presented to the City Council, marking a significant milestone in shaping the future of transportation in the city. Kennedy and Lawrence intersection area, early 20th century. In the early 20th century, this area was a rural area. There were few buildings and most of the land was farmland. The Kennedy Road was a dirt road at this time, and Lawrence Avenue was not yet paved. The area was a part of the Township of Scarborough, which was a rural area outside of Toronto. There were a few small villages in the area, but most people lived on farms. In the early 20th century, the area began to develop. The Toronto Electric Light Company built a power plant near the intersection of Kennedy and Lawrence in 1913. This brought electricity to the area for the first time. In the 1920s, the area began to be developed for residential use.
