US ferrosilicon – all uncertainty, Part 1 ON APRIL 17, 2024 BY ALANPATRICKRYAN The US ferrosilicon market remains in suspense on virtually all aspects. Many participants are wondering who is going to show up at tomorrow’s preliminary meeting with the ITC staff. Obviously, the lawyers for CC Metals and Alloys and Ferroglobe will be there along with company representatives. At least one Malaysian ferrosilicon producer will be there as well as well as lawyers for some Brazilian producers. ABRAFE, the Brazilian ferroalloy association, should be present. However, the real question is whether Kazakhstan and Russia will be represented. ERC (Telf) and YYD both have ferrosilicon smelters in Kazakhstan and the government has shown up in the past. However, the BIG question whether Russia will be there. Even without the dumping case, which will take a year to wind through the process, no one is expected to import Russian ferrosilicon anyway. And, it is unlikely that Russia could win any case in the US. The other critical question is whether the US government will find critical circumstances which makes the duty retroactive if they are imposed. If there aren’t extraordinary circumstances the duty would be pushed back to June 6, but if the US government believes the case is complicated and the decision deadlines are pushed back the drop dead date would be July 26. But there is also one complicating factor. The importers are going to say that there wasn’t a “normal” delivery period due to the problems at the Panama Canal and the Suez Canal plus the Port of Baltimore that have been postponing the normal shipments. They will argue that the critical circumstances date should be adjusted. The reality is that critical circumstances are always a card played by the US producers to scare importers not to bring any more material in after the dumping case is filed. However, in practice the US government rarely grants critical circumstances unless there has been an egregious amounts of imports, i.e. over 25%

𝗖𝗹𝗶𝗳𝗳𝘀, 𝗨𝗦𝗪 𝘀𝗲𝗲 𝘀𝘁𝗲𝗲𝗹 𝗶𝗺𝗽𝗼𝗿𝘁 𝘁𝗵𝗿𝗲𝗮𝘁 𝗳𝗿𝗼𝗺 𝗠𝗲𝘅𝗶𝗰𝗼 by Brian Taylor; Recycling Today Steel producer, tradeunion and senator from Ohio all express concern about the United States market share of Mexican-made steel. Cross-border trade in finished and semifinished #steel to and from the #UnitedStates involves numerous #trading partners, but two nations in particular- #Mexico and #China- were singled out at a late June news conference. The event was held at the #Cleveland works of iron mining and #steelmaking company Cleveland-Cliffs Inc. On the stage were the CEO of Cliffs, three representatives from the United Steelworkers (USW) union and Sen. Sherrod Brown of Ohio. Data gathered by the U.S. Census Bureau and aggregated by the Washington-based American Iron and Steel Institute (AISI) show Mexico is a sizable shipper of steel to the #US, but that its volume has dropped over the past 12 months. According to the #AISI, in the 12-month period from June 2023 to May 2024, #Mexico was the second largest supplier of imported steel, trailing #Canada by some 2.7 million tons. As well, the Mexican volume of 4.0 million tons was down by 16 percent compared with what was shipped from June 2022 to May 2023. According to the analysis of Metalshub Intelligence Service (Metis), the ferrochrome market remained stable between May 27 and June 2 due to a large supply of competitive raw materials from Russia at $8.45-8.6 thousand from warehouse. Deals for Chinese products were concluded at $9.5-9.6 thousand per tonne DDP. In May, Merafe, a leading ferrochrome producer through a joint venture with Glencore in South Africa, announced that it would stop publishing quarterly benchmark prices for ferrochrome for the European market (EUBM) starting in June this year. According to a Merafe spokesperson, over time, the EUBM pricing system has become less relevant to market participants, including large European customers. Therefore, after careful consideration, it was decided to terminate it. The last time Merafe’s benchmark price was published was in March. The company reported that for the second quarter of this year, it was set at $1.52 per pound, which is 5.6% higher than in the first quarter. Market participants have long believed that the EUBM is outdated. Calling for an update to the prevailing system, they cited China’s growing influence on ferrochrome pricing, the gap between benchmark and spot prices, and the complex system of discount negotiations. Nevertheless, the Merafe announcement has stirred up the market, which is currently looking for a new pricing mechanism. End is near for Glencore’s European benchmark The European benchmark will probably cease to exist by the end of the year. Glencore is expected to lose its European stainless producer negotiating partner, Aperam. A decision, which isn’t final, can happen by the third quarter but most likely the fourth quarter. Both US and European mills are unlikely to take Aperam’s spot due to antitrust reasons, but an Asian or Japanese mill might step up. Previously the Japanese just added a premium to the Glencore price and didn’t really establish its own identity. If Glencore chooses an Asian mill has its negotiating partner, it really can’t call it a European benchmark even if the company discounts the Asian component. Even Glencore references a Chinese ferrochrome price in the quarterly reports not its own benchmark. There is also the problem in quoting the benchmark in dollars. The Chinese stainless buyers and domestic ferrochrome smelters, the world’s largest, use the yuan. The European and US stainless mills want a more than one dynamic price, agreeing a single quarterly price is virtually worthless. Already Nucor instituted its own weekly price for hot rolled coil and the LME has daily and monthly nickel prices while Chinese stainless mills have a monthly ferrochrome buying price.
