Back in May, we had the privilege of sitting down with Mark Preston Aragonès, from our vice-Chair, Bellona Europa, to discuss the role of CCS in mitigating climate change, Bellona’s contribution to the deployment of CCS and what needs to be done to deploy CCS at EU and national levels. I'm not President Aragones. I'm a senior policy manager at Bellona Europa. We're an international environmental climate NGO focused on finding solutions to the climate crisis with the focus on industrial decarbonization. The science is pretty clear that we're going to need some amount of carbon capture and storage to be able to mitigate emissions from sectors which unavoidably generate CO2 are. Those in particular involve cement and steel sectors where CO2 is part of the process of making the materials, beyond also the the CO2 that's generated by burning fossil fuels in those sectors. TCS is one of the only options that we have available to be able to continue to produce those materials and minimize the climate impact. Brianna plays a role in trying to clarify the role that CCS has to play. At the same time trying to make sure that it happens in a way that is realistic, that holds the right entities accountable. To make sure that the infrastructure is developed to the benefit of society at large and not just focused on the sectors that who stands to benefit most from the deployment of that infrastructure. And we try to ensure that. There is a robust debate that is based on evidence and that the deployment of this infrastructure not just materializes but actually does result in real climate benefits. At the EU level, the European Commission will needs to follow up on the industrial card management strategy, specifically mapping out where geological storage sites are available and need investment. The other conversation that needs to happen between the EU and the Member States is the coordination of infrastructure to make sure that projects can happen across borders, including via the important. Project of common European interest and to make sure that there is coordination across different Member States. The main bottleneck when it comes to carbon capture and storage is the availability of geological storage sites and the infrastructure that is associated with transporting the CO2 from the place where it's captured to the place where it will be permanently stored. That you has set out a vision for how this will develop in the coming years, and now the onus is placed a lot on the Member States to make sure that they pick up on their responsibility. So the CCS Europe action plan makes it very clear that as much as the Commission has some more work to do, the Member States really needs to prioritize the role of carbon capture storage for their industrial decarbonization, especially in those areas which have not prioritized CCS sufficiently. The Nets are Industry Act is a really important piece of legislation to make sure that there is a finally an answer to this question of geological storage bottleneck. That's a 50 million ton injection capacity targets to be met across the EU, the European Union and it also vitally sets that obligation on oil and gas producers.

The European Union through several programs and project is the best Multilevel Governance practice and have his climax in the climate policy. The international and national cities networks, the link between European strategies or policies and local decision and actions, with national and subnational reports, objectives and compromises are the roadmap to tackle climate change.

Local governments have the responsibility and the burden to implement the transition policies, but they have little say in deciding the content of the norms they must execute in their territories. 🗺️ This has consequences for a fair and effective implementation of the Green Deal itself. 🌳 Why? Because there is no “one solution that fits all”. This is why, together with the other 7 Local Networks, we have sent a letter to the Commission: to ensure the transition, we need to have coherence between the Commission's ambitions and the development needs of local governments. Our demands on the ocean are increasing. As noted in Jouffray et al. (2020), there are diverse and sometimes competing interests for ocean food, material, and space during a period of intense, climate-driven change. For that reason, we need to ensure that international and cross-sector dialogues like the 2025 UN Ocean Conference prioritize action on ocean-climate solutions like offshore wind and other emerging joint solutions to our global crises for climate and nature.
